I know some people go back and change their votes in light of new cards but I bet a lot of people don't.

pretty sure you still don't play tolvir warden in 1 drop quest hunter, you just play 26 1 drops 2 tundra hemet and quest.
As stupid as this sounds, I have a hunch Elemental Priests might run Stormwatcher as a finisher, especially since Lyra the Sunshard might cycle you into Inner Fire and Divine Spirit, it activates Elemental synergies, and can't easily be answered by opposing Priests.
Honestly, its high health and elemental tag might make it the first playable Windfury minion we've ever had.
Of the ones rated under 50, the ones I think that will actually see constructed play are Bright Eyed Scout and maybe Pyros if elemental mage can hang.
Of the cards over 70, the ones I think will make the least impact on standard are Spiritsinger Umbra and Awaken the Makers. Deathrattles currently stink in standard. Both cards will be absolutely bonkers in wild and will see sustained standard play at some point in the next two years.

How does a below statline card with minimal potential even if you trigger it's effect like Mirage Caller rank above a near even statline card with earth rending potential if you trigger it's effect like Elise Trailblazer?
Also a lot of these Rogue cards are super underrated.

I think a big part of it is that most the people rating these cards are net deckers who have no idea how to make decks and expose synergies. I remember when Rogue's cards were released I thought that Miracle Rogue was going to be back but people were telling me that Rogue got screwed and that Rogue got the worst quest. It's fun to discuss the cards that are released but people on this website have no clue how to review things outside of a vacuum.

People also vote for different reasons, like Standard/Wild/Arena/Tournament performance, fun-factor, independent/synergistic strength, whether it can be included in a deck you like playing, will it fit into the upcoming meta, etc. It's also extremely difficult to know what the meta will be and which type of deck will be strong in it without spending a ton of time going in-depth on all of the possible decks and do some statistical analysis to estimate overall winrates. Additionally (as people earlier has pointed out) very few people change their votes once they've seen all of the cards, which greatly affects the ratings of cards that require a lot of synergy to work.
If you would have asked me, I would have also guessed that Miracle Rogue wouldn't be a deck today, and I'm still surprised by it. Based on my own statistics it's pretty terrible right now, my winrate against Rogue (95% Miracle) is 70%, which is my highest winrate against any class aside from Warlock. But I don't play all types of decks, my niche happens to be extremely effective against Miracle Rogue, so my perception of that deck is skewed.
Also what players consider good doesn't necessarily have to match what is actually good. What I mean by that is most players sit at or below rank 15, a lot of winrate data comes from lower ranks, a lot of players play on low dust budget and can't afford certain decks, some strong decks perform poorly in the hands of inexperienced players, some decks are strong when a certain other deck is popular, some strategies don't work against high-skill players, etc. All of this contributes to skewed information about which decks or cards are the best, there are very few cards that are just as good for all players, regardless of rank and meta.
