I just realized how consistently good this is if your deck's only 1-drops are 2 Ravasaur Runts and 1 other 1-drop card.

Every turn for the rest of your game? It's a battlecry, it triggers just once, by definition. Unless you hope to draw Jeweled Macaw with this, and in turn get your powerful draws from the Macaw? Which BTW might happen, but I wouldn't bet big money on it.
Better than Azure Drake!? Please tell us you're trolling... the two can't be compared.
Inspiration?
Drawing two 1-drops for 1.5 mana is decent. Not drawing 1-drop at turn six is priceless.
Playable. But is it me, or mana cost is a bit steep? If it was vanilla one would expect 11 total worth of stats for a 5-drop, here you get 8, so you're paying 3 for the battlecry, which isn't even that good IMHO.
By turn 5 you might have already completed the quest, if you had it. Plus, t5 and onwards many 1-cost minions aren't much relevant anymore, and they aren't even summoned, just drawn. Which might be OK for quest (again, if not completed already) but less so for board control.
Maybe a mana cost of 4 would have been more fair?
I'll acknowledge that the card would still be fair at 4, but the effect is extremely powerful in the mid-late game when you don't want to top deck 1-drops, or even in topdeck mode where you can get 2-3 cards in 1. Also, technically, this card by itself is both a 6-drop and a 7-drop if its effect goes off, making it that much more flexible.
An underappreciated card, that I think will see more play over time.
