Aggro Warrior will run Corsair Cache just like how they always ran Upgrade. Paying the 1 mana to get the draw I think is worth it. It might be even better than 3 star.

I wasn't considering Arena in my ratings. As for Standard, the game has power crept quite a bit since Dark Peddler was played; I doubt it would be played anymore. And I might be wrong, but I think Demon Hunter might be less interested in generating more card advantage than Zoo was.
Well, there is not big difference in value of cards in arena and standard... Basicaly only two. In arena you can afford play high mana cost cards without some big risk. And second, some card synergize with class/other cards so much, that they outvalue pure value of standalone cards.
I don't think Eye Beam is that good. It will often cost 3 mana which is not that valuable to play, too much mana for 3 dmg. I also don't think it will see much play because all DH:s will be tempo-oriented.
I disagree with many of your ratings, but no big deal... 90% of people on forums, whether they're rank 50 or rank 1 legend... end being wrong. Only a few are gifted to think out of the box in order to hit the most of the set.
That being said, I'd like to give a quick look on some of these (most interesting cards, no time to reposition and nit-picking everything):
Bulwark of Azzinoth, Scrap Golem, Scrapyard Colossus are not 1 star for me. Control, Taunt and Highlander Warriors lose Dr. Boom, Mad Genius, which sucks, but they can still be mid tier decks. Bomb Warrior is less passive, so has a greater chance to succeed, but he's not interested in these. If they nerf Rogue, Warriors will rise. Think of Bulwark as armor gain. Even if it gets hit with numerous pings, it's still similar to Shield Block, and why not include one more of those in our decks. And if it stops midrange stuff from Druid or Hunter, then this weapon is incredible. No reason to potentiate the worst possible scenarios. This weapon also can prevent otks. Warriors will lack pro-activity without Dr. Boom, no good neutral healing, too, so every bit of defense, healing and stall will be crucial. Golem can be buffed with Armagedillo. ...Colossus is a dumb big idiot, but can end being an obscure card in mana cheating, deathrattle decks, like Quest Warlock, Big Druid...
Spell Mage stuff need more support later. Totem Shaman probably, too.
Three stars section: I would drop 30% of it, and promote 20%, 50% is fine Specifically, I would rate much higher these: Overgrowth, Lady Liadrin, Dirty Tricks and Corsair Cache. The latter is the new much needed replacement for Town Crier, for pulling weapons and thinning decks. Warrior has several fine weapons.

You listed all really good cards in the last section.
Two reasons. 1) Outlast is a thing in DH. 2) DH is an aggressive class and this card helps you think a turn a head which is crucial when you are trying to find the last bit of damage - and if I understand the card correctly you know your next three draws which is insane. Couple that wih an aggressive statline for a 2-drop. That's at least my thoughts on it.

We don't know shit ultil the meta settles, so calm down with the: "you are wrong abou x, y and z" because you are probably wrong as well. I mean look at the meta Heartpwn compendium Hearthpwn makes for each expansion and see how dead wrong most people are.

Bulwark ... I realized after making my ratings that, for 2 durability, you can ping something and only take 1 damage in return. Using it proactively like this is worthy of promoting it one or two categories. Otherwise, I still see it getting hit by 4 tiny attacks from tempo decks (DH, Hunter, or Rogue) that will be prominent in this meta. And Shield Block without the card draw is a 1-star card.
Scrap Golem is a Rotten Applebaum unless you handbuff it, which isn't a card that can compete with Khartut Defender these days. And I'm not sure I believe Amagedillo handbuffs will be consistent enough to be worth considering.
I hadn't considered Coloussus with the Plot Twist / Fel Lord Betrug combo. That's interesting, worthy of promoting by one star, maybe even two.
Nethrandamus is one star for me. There's no such thing as Swarm Demon Hunter, and this one has problems like Jumbo Imp.
I'm considering Swarm Demon Hunter a meme deck, which is worthy of two stars. Sounds like I'm bigger on it than you are, but a lot of people believe it will be better than I do.
Felfin Navigator is an ok card, I just don't see murloc decks having room for it considering how much Murloc Shaman has had trouble finding room for Scargil. 4 mana is just slow for a murloc deck, has to do something spectacular.
Overconfident Orc, I'm just not a believer. Too easy for prominent meta decks to just hit it with a 1/1 or something, then value trade away the rest of its health. Maybe it's better than I think, in Priest or something.

I know that my opinion of Overgrowth is lower than other ratings I've seen. It just seems about the same as Wild Growth to me, which doesn't really see play anymore post-nerf. Breath of Dreams and Nourish are just superior ways to ramp.
Dirty Tricks, you're probably right. I put it in this category just to demonstrate that it's worse than the other two rogue secrets, but it's still a very good card and the difference is probably less than a full category.
Ur'zul is a good card, but you may be right that it will just be outshined by superior 1-drop choices that DH has available and won't see play.
Shattered Rumbler's rating is wishful thinking on my part because I really like the card. But to be purely objective, you're probably right.
I was very skeptical of Scrap Imp initially, even once I saw pros raving about it, and I still am skeptical about using it in Zoo. But once I started thinking of it as a Handlock card, I started getting very wary of playing against it.
Shadow Council ... meh, we'll see. I gave it the rating I did partly because it can recycle the 2x Sacrificial Pact that every warlock should be running in this meta, if they chance to run into an opponent who's not running demons.
I stand by these ratings. Not sure what more to say about most of them. Burrowing Scorpid is practically Baited Arrow for 1 less mana, in Neutral no less. Not to mention all the synergies it could have in Rogue.

Slight correction: SIghtless Watcher lets you know only your next draw. The other two cards you saw can still be wherever in your deck.
Almost every hunter deck plays Tracking ], which doesn’t give you a minion, and you have to throw 2 cards away. This has basically the same effect but you don’t have to throw away any cards. Arguably, sometimes you want to throw away 2 of the 3 cards, but usually you are losing a decent card in favor of getting a better or more immediately useful one. This takes away that drawback.

Satyr Overseer, Ur'zul Horror - not good. Tempo DH cards in this section up, Big ok, Swarm down. Reliquary of Souls, meh rn. Paladin and Rogue cards up, Priest rather down... Shattered Rumbler slightly overrated. I'm not believer in Imprisoned Scrap Imp and Shadow Council.
Why are people amazed by Sightless Watcher? Otherwise, you nailed DH cards for this section. Incanter's Flow, Burrowing Scorpid, ok cards, but not for this tier; Imprisoned Gan'arg - bad, but more or less, this section is okay.

Made a few tweaks to my list based on feedback.
