Inkmaster Solia Rating 4(Poor): This card depends way too much on what you have drafted. You've got to have no duplicates and you've got to have a spell in hand when you cast this minion. I would love to have a free Flamestrike just like the next person, but she's just too inconsistent for Arena.

Kabal Lackey Rating 5(Terrible): This is certainly suited more to a constructed format. He's way too easy to kill and unless you've drafted several Secrets there's really no point in even considering him.

Potion of Polymorph Rating 3(Average): This is another Secret to play around, but it since everyone is already cautious of Mirror Entity it's doubtful that you'll poly something worthwhile, but it can disrupt their play.

LEGENDARY
Shaku, the Collector Rating 2(Good): You're pretty much guaranteed at least 1 additional card, which is a good deal for the cost and minion size. I wish his stats were slightly better as a Legendary, but I'd say that's probably asking too much.
EPIC:
Dirty Rat Rating 4(Poor): I love that he's such a cheap, big Taunt, but in Arena you're really playing roulette with your opponent, hoping that they won't get a huge minion. He will mess with any Battlecry, but he seems more fashioned to a constructed
Lunar Visions Rating 3(Average): The card draw and cost reduction on minions is nice, but it's still a little pricey to take up turn 5.
Pilfered Power Rating 3(Average): Most of the time this will work like another Wild Growth. It's not terrible, but can be tricky in Arena unless the cards just fall in line for you.
Rat Pack Rating 1(Excellent): This is a slightly stronger Haunted Creeper, IMO. He does more damage and could potentially spawn a ridiculous amount of rats due to all the minion buffs clogging up this Expansion.
RARE:
Dispatch Kodo Rating 1(Excellent): This is a fantastic card! It's similar to Keeper of the Grove pre-nerf. I guess being a Beast makes up for not having Silence. With all the buffs flying around in this xpac it's not a crazy notion that he could do potentially more damage.
Grimestreet Protector Rating 1(Excellent): This card has some amazing value! He's big, he has Taunt, and he protects two other minions. In Arena this card will certain give your minions that fighting edge that they Need.
Lotus Agents Rating 2(Good): He's basically an Ethereal Conjurer for the Lotus faction, which includes Druid, Rogue, and Shaman and I don't know anyone who turns their nose up at that.
Pint-Size Potion Rating 2(Good): Another really good card for Priest that can let you potentially wipe out your opponent's
Trogg Beastrager Rating 3(Average): The buff is nice, but I think he's just fine as a standard 2-drop, regardless of any Beasts in your Hand.
COMMON:
Grook Fu Master Rating 3(Average): He might as well have an inherent Taunt because your opponent will not leave him on the board, unless they want to get smacked for 6 damage a turn. He can also take out a couple of smaller minions, but he's only really good if your opponent can't deal with him right away. (-1 adjustment on 11/9/16)

To Keep the discussion going on: For the following minions i have a different opinion:
Shaku, the Collector (3): For me just a 3, because more than one Card draw is unlikely and it is from a other class. So maybe even useless.
Dirty Rat (5): Terrible in my opinion, because the variance and the risk is way too high. You don't really have an adventage, but it can loss you the game right away. You can never ever Play that on curve.
Lunar Visions (4): Good in the late game, but on curve a big tempo loss. You might have some tempo swings later, but then i can be too late. If you draw spells, it sucks hard.
Pilfered Power (5): Ramping is not that important in Arena. Wild Growth is only an average Card. This one is more expansive and to gain more than 2 mana Crystals is unlikely. Gaining at all has conditions. Without board initiative it is a dead Card.
Rat Pack (2): Good Card for me, but not excellent. Without buff it is worse than Haunted Creeper, because it has just one attack more. Buffs are not that likely and if it happen to get buffed, you can only Count the extra rats as Bonus. That might be really good sometimes, but is too inconsistent.
Dispatch Kodo (2): Buffs in Hand us unlikely, so it is basically a 2/4 with deal 2 damage. That is good, but to be excellent it would Need one stat more.
Grimestreet Protector (2): Good Card, but it is more of a win-more Card. With board initiative it can be a lot of value. Without board initiative it is an slightly overprized 6/6 taunt for 7 mana, which is Kind of average. In total a good Card.
Lotus Agents (3): Too weak in my opinion. And i don't expect the discover effect as good as the one from etheral conjurer.
Pint-Size Potion (3): Great potential. Can seal the deal if you are ahead, but a completely dead Card if you are behind.
Trogg Beastrager (2): Just good potential without a downside. Without buff it is average, with buff it can be really good.
Grook Fu Master (4): All windfury Cards are bad. This might be a Little bit better than the other ones, but it is still poor, because of the poor stats. Maybe he is even a 5 for me.
Kabal Lackey (3): 1 Drops are not that important at the Moment, but not terrible in General. This one is still a 2/1 for 1 mana, which is okay by itself. Furthermore, you can Play a secret for free. This might be interesting in the midgame or lategame and even on curve some secrets like Ice Block, Ice Barrier or Spellbender can be played that early.
Shaky Zipgunner (2): The tempo loss is not that big. 3/3 for 3 mana is still playable. But the overall value is really good. 5/5 for 3 mana is great.
Taking a look at the legendary minions first, the only one I disagree on is Auctionmaster Beardo. He's definitely a 2 and maybe a 1. Spider Tank is still a top choice in the 3 slot and this guy has the chance at getting more value. The only thing working against him is the orange gem. There are lots of Legendary minions you'll take over Beardo but there's plenty of duds, too, and Beardo is solid.
Spider Tank was really good at a certain Point, but at that time 7 stats for 3 mana was rare. It is not like that anymore. It is still above average, but i wouldn't call a plain 3/4 a good Card anymore. Therefore, Auctionmaster Beardo is just above average (2,5), since his effect is not really important in Arena.
Fel Orc Soulfiend - I'd give him a 2. Big stats at a very friendly cost and he'll likely trade 2 for 1 and sometimes more.
For me it is just a 3. It is likely to attack once, but before you could attack a second time, it dealed 4 damage to himself. If you attacked a minion before or if your Opponent attacked you, it will most likely kill himself before you can attack a second time.
Friendly Bartender I see this as a 2. The ongoing effect will make it a target and it's body is solid for the price. It's a great concept that I hope comes with a "grown up" form with bigger cost, stats, and restore. My guess is this is small and easy to kill b/c of concerns that it could get OP if it were bigger. I think it's just going to prove more valuable than expected. Call it a hunch.
For me this minions is just a 3. The healing effect is too small and life is not that important. Especially if you Play it on curve. So it is more of an 2/3 without effect.

Backstreet Leper Rating 5(Terrible): Leper Gnome's slightly larger brother costs more and is still just as easy to kill. Thanks, but no thanks.

For me Bomb Squad should be 2 or even higher because there aren't really many premium removals for you to choose in arena. This card is actually an excellent removal in arena because it is basically a Shadow Strike attached to a 2/2 minion, without the condition that the targeted minion has to be undamaged.
The best comparison to this card is Bomb Lobber. Bomb Lobber has the same cost, deal one less damage without the recoil, has +1/+1 stat, but the drawback is that the effect is random, unless you can clear other minions and use the bomb on the desired target. Basically it is a Flamecannon attached to a minion. But we all know Bomb Lobber is almost a must pick if you see it since it provides such a good tempo swing in the midgame. IMO Bomb Squad is on par with Bomb Lobber because the effect can be targeted freely and the drawback is really small since it is a delayed effect. You can also say it is a better card than Moat Lurker since the death of Bomb Squad won't revive the destroyed minion. Overall the benefit of this card is much higher than its drawbacks, so it should be valued much more in a draft.

Raza the Chained Rating 3(Average): It will be nice to have free heals every turn, but there's no guarantee you won't have any duplicates in your deck. At the very least you still end up with a 5/5 minion for five mana, and that's not too bad.
COMMON:
Toxic Sewer Ooze Rating 3(Average): Even if your opponent doesn't have a weapon you still get a decent-sized minion for three mana. I wish his ability would just go ahead and destroy the weapon, but I guess they wanted a little variation from Acidic Swamp Ooze.

The Deathrattle mainly matters, when you are low on health. In that Situation your opponent often goes face anyway and the minion you kill would have dealt around 5 damage as well.

I'm not sure how consistently you will be able to draft cards that summon them, but it looks like they could make a big impact.

It seems more like a constructed card, but it's still a great way to flip a board by shrinking all of your opponent's minions, taking out a Taunt in your way, or allowing you to silence a troublemaker. You still run the risk of them getting something better in that particular situation, but the odds will probably be in your favor.
Jade Idol Rating 4(Poor): If you have several Jade Golems already, then I could see this snowballing out of hand very quickly, but the immediate effect is just okay. If you use the built-in Gang Up to add 3 copies to your deck it does add to the value, but you also get nothing that turn.
COMMON:
Jade Swarmer Rating 3(Average): At the least it's 2/2 worth of stats overall, but it could possibly be more. I'm going to keep an eye on this one, but it could be better than I think.

Jinyu Waterspeaker Rating 3(Average): I'll compare this to how I rated Hozen Healer and say the additional Attack power and ability to heal minions or yourself is really a plus. The Overload cost is negligible and will hardly be noticed.

Call in the Finishers Rating 4(Poor): I'm surprised this doesn't come with an Overload cost being a Shaman card. I think it's a decent card with 4/4 worth of combined stats, but very susceptible to AOE. If you're able to combo with an Evolve then that value really goes up.
Jade Behemoth Rating 3(Average): At the very least this will give you combined stats of 4/7 (and Taunt), but I have a feeling it's going to be more than that with all the Jade Golem effects we've seen so far. Depending on your drafting I think this ranking goes up.

White Eyes Rating 3(Average): His cost and stats are reasonable, but his Deathrattle only puts The Storm Guardian in your deck. You still have to draw & cast it yourself. I don't think it's bad, but I would rate it higher if it had an automatic or instant effect.
RARE:
Gadgetzan Ferryman Rating 3(Average): I think he's fine as a 2/3 minion whether you trigger the combo or not. In certain situations you may be able to save or re-use another minion, but I'm not sure it would increase his rank. I mean we still have Youthful Brewmaster and it's a common.
Jade Claws Rating 3(Average): Weapons are good to see in a draft, but this one doesn't strike me as anything amazing. If you've drafted several Jade Golems then it may go up in value.
Shadow Sensei Rating 3(Average): You still need a Stealth minion to get the full value out of this card, but a 4/4 body for 4 mana is alright.
Virmen Sensei Rating 4(Poor): He's an overcosted Chillwind Yeti most of the time, but if you have a lot of Beasts in your deck then I would bump his rating slightly.
COMMON:
Daring Reporter Rating 2(Good): This will become a 4/4 on your opponent's turn and needs to be killed immediately before it gets out of hand. She's like a mini Gruul, except she may get multiple gains during a turn if your opponent has any card draw. If you are able to protect her for a couple of turns or hide her behind a Taunt, then I think it's game over.

Jade Idol Rating 4(Poor): If you have several Jade Golems already, then I could see this snowballing out of hand very quickly, but the immediate effect is just okay. If you use the built-in Gang Up to add 3 copies to your deck it does add to the value, but you also get nothing that turn.
COMMON:
Jade Swarmer Rating 3(Average): At the least it's 2/2 worth of stats overall, but it could possibly be more. I'm going to keep an eye on this one, but it could be better than I think.

RARE:
Jinyu Waterspeaker Rating 3(Average): I'll compare this to how I rated Hozen Healer and say the additional Attack power and ability to heal minions or yourself is really a plus. The Overload cost is negligible and will hardly be noticed.
COMMON:
Call in the Finishers Rating 4(Poor): I'm surprised this doesn't come with an Overload cost being a Shaman card. I think it's a decent card with 4/4 worth of combined stats, but very susceptible to AOE. If you're able to combo with an Evolve then that value really goes up.
Jade Behemoth Rating 3(Average): At the very least this will give you combined stats of 4/7 (and Taunt), but I have a feeling it's going to be more than that with all the Jade Golem effects we've seen so far. Depending on your drafting I think this ranking goes up.

Jade Chieftain Rating 3(Average): This is another one of those cards that will fluctuate in value depending on your draft. If you cast him at his worst he will still be a combined 6/6 (plus Taunt) worth of stats, but it still seems a little pricey to me.

LEGENDARY:
White Eyes Rating 3(Average): His cost and stats are reasonable, but his Deathrattle only puts The Storm Guardian in your deck. You still have to draw & cast it yourself. I don't think it's bad, but I would rate it higher if it had an automatic or instant effect.
RARE:
Gadgetzan Ferryman Rating 3(Average): I think he's fine as a 2/3 minion whether you trigger the combo or not. In certain situations you may be able to save or re-use another minion, but I'm not sure it would increase his rank. I mean we still have Youthful Brewmaster and it's a common.
Jade Claws Rating 3(Average): Weapons are good to see in a draft, but this one doesn't strike me as anything amazing. If you've drafted several Jade Golems then it may go up in value.
Shadow Sensei Rating 3(Average): You still need a Stealth minion to get the full value out of this card, but a 4/4 body for 4 mana is alright.
Virmen Sensei Rating 4(Poor): He's an overcosted Chillwind Yeti most of the time, but if you have a lot of Beasts in your deck then I would bump his rating slightly.
COMMON:
Daring Reporter Rating 2(Good): This will become a 4/4 on your opponent's turn and needs to be killed immediately before it gets out of hand. She's like a mini Gruul, except she may get multiple gains during a turn if your opponent has any card draw. If you are able to protect her for a couple of turns or hide her behind a Taunt, then I think it's game over.
