Just HOF prep and print some good Rogue spells, god damnit. Last usable spell i remember, which cost wasnt like 6 was Cheap Shot, and even this dont see play, because there is no such thing as non-wild Control Rogue.
Seriously, look at Rogue's spell pool. There are classic staple spells like Preparation, Backstab, Eviscerate, Fan of Knives, Sprint, Cold Blood, etc - all can be used in variety of decks, and all of which are Basic or Classic sets.
And then there are gimmicky spells like Necrium Vial, Academic Espionage, Raiding Party, Evasion, Doomerang, Cannon Barrage - all fit in 1, tops 2 very specific decks, and if that respective deck is useless - welp, team 5 tried, go play something viable. You can say thats true for all classes, but its not - go check it urselves, i made my point. There is a reason why there is always some sort of an Aggro Rogue deck based around powerful neutral minions and some classic spells - because there is not much else to play.
Yes, there are exceptions like Walk the Plank or WANTED!, but would you really play Walk the Plank over Vilespine Slayer or WANTED! over... honestly, anything?, this card sucks, i hate it and its stupid. Myra's Unstable Element is cool tho, i like that one a lot. Problem is, these "versatile" spells are overcosted, because prep exists. I bet if they would ever print Rogue board clear, it would cost about 8 mana, just because it would basically be 3 mana cheaper anyway. In theory, that is.
Druid: After playing since beta, I think it's time for Wild Growth to go, and maybe nerf Nourish where you can't use the mana crystals on the same turn, the rest of the problematic cards will rotate out (but not soon enough).
Paladin: I never see odd pally for some reason, but people have been complaining about Divine Favor for fucking ever!
There are many cards that could get "hall of famed", of the class cards I believe Nourish, Doomguard and Divine Favor are a good shout.
In the neutral slots I think Malygos and Leeroy Jenkins should be big considerations.
Aside from those cards can get 'hall of famed' not because they are busted in the current format but because they are possibly design limiting for future card Ideas...

Kay. Priests will just fall back on IF priest then. If it isn't through a dragon variant, it it will be deathrattle. If you HoF that as well then the class becomes the vanilla version of priest (A class that has no real power plays & no threatening synergies. The class would go back to depending on succeeding or failing almost entirely based on what new cards are released in the new expansion).

Stonetusk Boar - 1 mana charge limits design space like many posters already mentioned. Just get rid of it.
Naturalize - For the same reason they get rid of Coldlight Oracle, I don't think Blizz support mill deck, and this card is bane is a control meta.
Personally, I wish they also rotate Animal Companion, even through I know it's unlikely. That card is the most played card in wild and due to the beast it summons are above average anyway, it's hard to skip it. Also, hunter 3-mana slot is way too crowded already, just get rid of it!

Tirion? I mean, he is a key go-to card for paladin in control versions and is such a good 8 drop taunt that it really is only beaten by Lich King... it sorta limits the choices for paladin as it does so much. Divine shield, taunt, deathrattle..
Guys, There were no basic card rotated and I thing ooze, boar, mind blast, etc. are very unlikely to go to the hall of fame. Look at classic, not basic.

I hope that its Preparation, not because I think its OP, it just limits design design space too much. (Think WANTED! and Cannon Barrage.
Malygos probably should, but they won't because there are people who got 'em from the new welcome bundle.

Rogue: Preparation is a bit of a problem, my main issues lies with Vanish and also Shadowstep . Again, the main problematic cards of Kingsbane + Leeching Poison and the infamous The Caverns Below will eventually rotate out anyway.

Nourish,Malygos, Divine Favor Mana Wyrm(+ revent nerf), Leeroy Jenkins maybe another really strong classic rogue card like Edwin VanCleef.
those are my candidates, not those I 100% believe will be rotated.. the first 2 I do believe have very high probability of being rotated.
My guess:
Mind Control Tech - Way too swingy and rng, plus there're many occasion there isn't a 'play around' for this card.
Leeroy Jenkin - Too good a finisher in aggro and tempo deck, it faces the same problem as Ragnaros the Firelord.
