Baku and genn on their own are bad cards, you have to build an entire deck around them for them to be anywhere near good. So we know this is not the reason Malygos hasn't been hof'ed.

HoFing them will require replacement. You cannot just take two more legendaries from the classic set and don’t replace them. Especially Velen, which is after all class specific legendary (despite TS playing against Velen Druid and Rogue)
Velen was considered the worst classic class-legendary for a while because Priest just lacked the tools to effectively play combo decks.
Eventually the meta shifted to a point where combo Priest decks are quite playable, and that's why it's the only thing Priest has done for the last year.
Hell, Malygos hadn't actually seen much play at all until combo decks were being legitimately pushed. I remember the days of Malylock, which was barely even a combo deck and focussed much more on a control/midrange playstyle. Malylock wouldn't even be playable at this point, even if it had all the same cards, just because the meta has changed so much.
Ancient of Lore had to be nerfed twice way back when, just because drawing 2 cards on a 5/5 body for 7-mana was considered good tempo. Now it's the bare minimum (please unnerf the tree boi, I love him dearly)
Fact is, that we can't just keep Hall of Faming cards just because meta shifts push them into viability. HoF is reserved for cards that actually negatively impact game design, and not cards that are negatively impacted BY bad design.
Divine Favor is a terrible card because it pushes an aggressive playstyle that punishes control decks (or any deck really) for conserving ressources.
Conceal is a terrible card, because it pushes non-interactive burst combos
Malygos doesn't do that by himself, since he costs 9-mana, meaning any actual combos are limited by the available combo pieces...meaning that it's entirely up to the designers to enable said combos. That's why something like Flobbidinous Floop is a fine card to print, since it requires set up, even with Malygos, but Dreampetal Florist is bad design, because it enables so many combos that are way more uninteractive.

thats the problem, having these cards around means that there can be no good cheap damage spells. they limit design space, a lot. and that makes them perfect HoF candidates.

because not everyone likes playing only minion heavy decks or decks that do abslutely nothing for 40 turns with no clear gameplan other than "lets hope he fatigues", i'm sorry, but you not enjoying a particular playstyle doesnt mean other people dont enjoy it either and you liking a particular playstyle doesnt mean other people want to be stuck playing ONLY decks of that type.
Blizzard, around their last HoF announcement, were asked why they don't HoF Malygos, considering the amount of borderline oppressive combo decks it spawns. Their response was a mix of "we need those decks to keep control in check" and "we rather have the deck variety Malygos allows than remove all those possible brews from the game".
I get keeping the card around. It's not unfair. The bigger offenders are shit like Mind Blast or the good ol' Divine Spirit/Inner Fire OTK. Especially the latter is terribly annoying, since it can be run in basically every Priest deck under the sun and allows just as little, if not less, counterplay than Malygos decks, due to being faster and often more consistent (less ways to remove their combo pieces as half their freaking deck's minions are combo pieces).
Priest, rogue and druid always seem to find a way to abuse these two cards for unfun wombo combos.
Some of priest's tools are disappearing, but they always seem to find a way to make it work. Same goes for the other two.
Blizzard is moving away from one turn kills, so why not simply hall of fame either one of these, or both?
It's unfun for you, the combo is extremely fun for the person who managed to use their resources properly and pull the combo off.

All three of these cards were basically auto-includes in a vast majority of decks without any further investment into the cards. Ice Lance and Molten Giant was NOT HoF because they were too powerful, but because the archetype they enabled has been powerful and relevant because of them (Freeze Mage and Handlock) since release. They were HoF to ensure Standard has more variety.
Azure Drake, like Sylvanas Windrunner and Ragnaros, was rotated because it was too good for 5 mana and was run in pretty much in every deck that isn't hyper Aggro (even then, Aggro Shaman sometime run it to activate 1-mana Spirit Claws)
Malygos pretty much only fit in one deck archetype (combo deck) while Velen is basically a non-factor until Shadow Essence, Eternal Servitude and the Priest Spellstone was printed. Even Resurrect and Barnes were not good enough to make it relevant back in the day. Even then, Wall Priest and Control Priest - two extremely competitive and relevant decks, didn't even run any copy of them.
Hey folks, if they HOF Velen, what legendary will replace him? Better question, you actually think Blizzard are so *not* lazy that they'll design a WHOLE NEW LEGENDARY, just to HOF Velen? Y'all are seriously in dreamland if you think that's even remotely possible.

OTK potential in RoS is highly likely given some of the cards that are being released. I wouldnt be surprised if Malygos gets hall of famed after this expansion.
Malygos is probably on the list to be rotated...Blizzard can come up with some kind of dragon to replace him. The classic set gets a lot weaker without Maly though, and I would expect a rotation of that proportion to either bring blizzard to rotate a legendary back, or come up with a new one to replace it. They can't just keep taking cards out of the set.
If Maly is rotated though, some of the strongest remaining classic legendaries that still get played are Greenskin and Leeroy....should they rotate those too?? I don't think so. There must be some kind of rebalancing act if they continue to just take away cards.
