Overall, it would have to be Dr. Boom in Wild and Ysera in Standard. Tyrion Fordring would be the best by far, but his class restriction makes him useless for 8/9 classes. :)
Dr. Boom hands down. Zero counters that don't leave you at a disadvantage, and so auto include even aggro decks that never run 7 drops stretch their curve just to include him. A good play when behind, when ahead, whenever.
I agree with Loatheb and Azure Drake for its mana cost very good overall cards.
But i would also add Savannah Highmane strong minion for its mana cost that is out of BGH range still ok body if silenced and benefit from dying, its better than dr.7 in its overall stats.
Loatheb is my favorite simply because if you play him right, your opponent can't use spells, and needs at least two minions to kill him (hard counter is Magma Rager). So since he will likely survive a turn, you can actually play with him and swing him around a bit. And due to his low cost you'll actually get a chance to play him. 5/5 for 5 and kills spells? Amazing value. Plus he protects your other minions from removals or AOE. What a good guy. Probably my number 3 legendary in total.
The best part of the overpowered cards that have been mentioned is that the vast majority of them will not be in standard... Yay!
That being said I see a lot of people saying Innervate is the most OP card and I would say that in standard it will be brought back down to only slightly ludicrous from outright cheating. The reason innervate should be back to normal in standard is that the biggest tempo plays you see from ramp druid are the early shades of naxx or piloted shredders or the early dr boom. With all of those options removed from the standard format you won't have such tempo heavy innervate plays and should see less insta win turns because of it. So Innervate is strong but it should be on par with any other very strong card in the standard format.
Saw a lot of Tirion but honestly with less deathrattle there is more reason to hold on to that silence or even wait out with a ooze for ashbringer breaking. In a meta that will for sure see every priest running 2 entombs you have to feel like tirion just becomes a play at your own risk maneuver. So Tirion belongs in the too strong for it's own good because you know without a doubt when the meta is heavy pally everyone carries his counter.
The strongest card currently in the game that is never going to be relegated to wild format is Alexstraza. She is a neutral card that can do 15 damage+ or 14 healing. In a meta that has lost healbot but retains reno jackson you see a huge move for Alex to be autoinclude in a plethora of decks. She is the engine for the vilified Freeze mage deck and the classic control warrior (Alex turn 9 + turn 10 any wep equip garry + get back to work for the win). Its an unhealthy battlecry equally to how unhealthy reno jackson currently plays.
Runner up award to Reno Jackson for showing that a meta that punishes aggro that hard is just as unhealthy to play against as the face hunters it replaced but now the games are 10 mins longer.

Funny how people are viewing Tirion now and how his use has changed. When the game was newer I would always laugh watching Zilea's stream of his control paladin decks. So many times before he played it he would assume it would get silenced/facelessed. Then he would go on a rant about how useless it was, lol
Here's the problem with calling Tirion Fordring the best card: you could Hex it, and it's done nothing. On the flip side, if you played Nefarian and it gets hexed or Entombed or what have you, you've still gotten 2 cards out of it. Immediate value that can't be taken away.
So when you ask "What is the best card in Hearthstone?" people rush to answer with "What card gives the most value in the long run" and not "What gives the most value OVERALL." Because one could argue that Ysera or Ragnaros gives the best value in the long run.
I think Dr. Boom is a real contender for best overall card, because even when you've dealt with the 7/7, you still have to deal with 1/1s, and killing them can result in 2-8 damage hitting 1-2 targets. Not only that, but the boom bots can mess with a lot of things like killing YOU if you're low on health (how many trolden videos are there of that happening...) or killing a minion with charge that was just dropped, etc.
Deathwing is also a great contender. It does something immediately: it clears the ENTIRE board. Then after that, it gives you a 12/12.
Mind Control is a really great contender for best overall card... it effectively destroys an enemy minion, without triggering its death rattle, and then summons a copy of it for you (of course this is slightly inaccurate because the minion could be damaged or have lost its shield or be silenced, etc.), but it is immediate, in constrast with Entomb.
I think Innervate is one of the best overall cards. It lets you play your current turn as if you're two turns ahead.
