What that tells me is that the four cards listed as examples (Mirror Entity,Repentance,Snipe, Sacred Trial) have incorrect wording. They should be using "After" rather than "When", as is the case with the fifth example - Rumbling Elemental. Otherwise they would resolve in steps 2-3.
Junkbot and Siege Engine have secretly been banned from constructed, unranked, Arena and Tavern Brawl. That's why you won't see them in matches occurring in those modes. You may use them against the Innkeeper though.

Goddamit Blizzard!
Blizzard have actually changed the card text to After (hearthpwn need to update card images).
Important Note: Force of Roar is explained by CheeseEatingSurrenderMonkey on page 2.
Innervate: Force of Roar becomes 10 mana: Summon 3 6/2 Treants with Charge.
Flame Leviathan and Sea Reaver: Uncollectible. Only spawn off of Golden Monkey. Are only drawn when you have a board of 1 Health minions. Flame Leviathan can activate off of 2 Health minions as long as your opponent has >2 Health minions. Always is drawn when you have 2 or less Health.
Dust Devil: Can only be in your hand on turn 1 if your opponent has a 1 damage Hero Power. Battlecry: At the start of your opponents turn: die.
Unearthed Raptor: Deathrattle: Fill your board with 4/4 Nerubians, Deal 30 damage to the enemy hero, or draw 10 cards.
Murloc Knight: Inspire: Summon Old Murk-Eye.
Beneath the Grounds: ?...?...Nothing's happening?
Millhouse Manastorm: Your opponents Force of Roar costs 0.
Priests always wait to take your best minion. We secretly always copy your legendary cards too.
I'm pretty sure I've figured out how Thoughtsteal works. If I think "damn, please don't tell me he copied Ysera", then you can be sure he did. Just don't think about the best cards in your deck when Thoughtsteal happens!
I know this thread was originally meant to joke around but for a serious example, I discovered that Hero Power > Kill a Deathlord > Summon an Inspire minion will trigger its Inspire, which is weird but probably not a bug.
Mage killed my Deathlord, who brought up a Kvaldir Raider, who then gets the +2/+2 buff. Logically he wouldn't have existed on the board yet until the Mage finished using the Hero Power, but I suppose someone can give me an explanation from the Advanced Rules.
Just because I started off with a joke, doesn't mean that I just wanted funny rules. Actually, I wanted this thread to have both, funny and serious rules. And so far, it looks good ;)
Now regading your question: That's how it works all the time (although I find it a bit wonky, as it isn't completely clear why it does work like it does). Unfortunately, I can't explain you exactly what the reason for that occurence is, but I can give you another example:
When you kill a Shredder/Deathlord/Sylvanas or let's say a Resurrect and those cards spawn a Wild Pyromancer, then his effect will trigger, although he hasn't been actually in play yet, just like it does with Inspire minions.
Do you really think that will work? Just play Coldlight Oracle and kill them with fatigue damage.
It's added insurance, your opponent will draw all three in succession as the game looks for a real card, but will end of taking fatigue damage anyways. The trap cards don't count when playing coldlight as well, so it will still draw 2 cards from fatigue.
Priests always wait to take your best minion. We secretly always copy your legendary cards too.

Well, what did you think? That Thoughtsteal just makes use of some filthy RNG? No, it copies just about those cards you currently think about. If there are no thoughts available to steal, then it will settle for RNG.

not a lot of people know it, but there is a mage card called Molten Jackson of Medivh: it's a 10 mana spell with text: "fully heal your hero, summon a 4/6 and an 8/8"

And copy your field in your hand? (because you said Medivh and 10-mana)

That does remind me of how I recently copied a Renolocks Reno Jackson and made him concede when I played it.
The Nexus comes to the Inn with my set of Heroes of the Storm Legendaries!
Coldlight Oracle: Shuffle this card into the back of your deck.
Also Coldlight Oracle Battlecry: Destroy an enemy hero's Legendary Minions or Win Conditions.
