The problems is, those tier 1 decks include epics and few legendaries from this expansion, and a bunch of other expansion cards and your hearthpwn collection shows you have no cards since mean streets of gadgetzan, maybe open and sync with the innkeeper or problaby you dusted the cards? so that would be the problem
Try looking at HSReplay, pick a deck with relatively low costs, such as many of the aggro pally decks and dust some 'soon to rotate' cards if needed. It's not a legendary heavy meta.
If you really can't afford the dust then just play at a lower rank, it's not a better game past rank 5, just more predictable and monotonous.

You could try though just making a deck of your own and seeing how it turn out.
HAHAHAHAAHAHAHAAHA...ho...what a madman...hearthstone players can barely make a trip to the bathroom on their own, much less make a deck.
Much like a Christian during the rapture I try to have faith that thing will get better for people. Though based on OP opening thread they don't seem to be much for anything less than "this best deck me play. Me winning. me happy"
You spent 120 bucks and cant make a tier 1 deck? You got at least 4 legendaries and loads of duplicates. The dust alone from spending 120 bucks should make you capable of completly crafting at least one tier 1 deck, youre doing something wrong friend.
I've spend 65$ and 3000 gold and I can play most of the tier 1 decks + some fun decks as well. And I've opened very few of the relevant legendaries and epics. Otherwise I've crafted most of them.
I've dusted all golden cards as I don't collect them (approximately 2500 dust), a few useless epics and that's it. So for me it seems weird that you can't play a single tier 1 deck when you've spend almost twice as much money as me.
Obviously I made my own decks and could dust like crazy to make these decks but that's 20% of my monthly income on this game and I have three legendaries I need to make a high % win rate deck. That's not a problem of my imagination or ability to have fun. It's simple shitty economics and it doesn't need to be this expensive. There are chinese loot box games with better exchange rates than that.

Enjoy the game with what you have. I got the preorder only as well and I’m having a blast with several mid budget decks. Tier 1/2 decks and legend status means nothing. I only get to rank 10 and sometimes close to 5 and I couldn’t be happier. I get to 10 then play casual since it’s slightly less of a grind (still try harder in casual, but less so).
Hell, I made the Totally Totems deck recipe since I had all the cards, and it’s surprisingly fun and competitive. No legendaries required and only a few epics.

If $120 is 20% of your monthly income, you definitely should find a cheaper hobby, unfortunately.
It's crazy to me that you think you can't ask for more of the pie and anyone who thinks that they are getting ripped off is just revving up the whambulance. $120 is 20% the average american of my ages monthly income. Blizzard is not hurt for money and this game keeps getting more expensive with every expansion. I think this is an honest problem that can be fixed if anyone wants to have an honest conversation about it. I can't imagine being a new player today and even pro's are complaining about the cost.

So fun = playing tier 1 decks? Weird stance towards a card game... but, whatever floats your boat.
tier 1 and 2 decks are only required to hit legend. literally any other deck can hit rank 5, since you don't need a positive winrate to get to 5.

Before there was 2 class legendaries in every set the hits were bigger. Now you gamble and the pot is smaller.
