K&C power level was over the top - most cards affected by last nerf were from that set -, which in comparison made WW feels a little underwhelming. Also, since WW is to be part of standard for the next 2 years, they had to make sure it was somewhat balanced.
The power level in KoFT and K&C was higher because they are in standard for shorter periods of time than Un'goro or Witchwood. Witchwood is of a lower power level because it will be in standard for much longer than the sets that are released later in the year.

Why should we be glad when almost all legendaries are useless gimmicky cards for fun decks and power level of the most of the cards are too low it is almost an insult to the players?
You also want to keep in mind that traditionally the first set of every expansion tends not to be completely batshit crazy so that they can introduce the crazier cards down the line and thus create a natural progression of powercreep within the 2 year cycle. Unofrtunately, WW got the short end of the stick and it tends to happen wit the expansions that are the most entertaining thematically.

Because the alternative is to make cards MORE powerful than K&C. Do you WANT cards that make K&C look weak? Also the entire point with Rotation is to be able to post weaker sets and not have to power creep every set to eternity.
What I think they are banking on is to have three softer expansions, using nerfs along the way to have somewhat of an even field. Then when rotation hits all of the OP cards get shuffled away.
Because it's the first expansion of the year, and from here on they can only go up. Expect this to be something that will happen every year with the first expansion. Although, I have to underline the fact that there are cards that are beyond unbalance like Shudderwock.

Didn't year of the Kraken have Whispers of the Old Gods as it's first expansion? If I remember correctly that expansion was way more powerful than Witchwood has been. Just naming Yogg pre-nerf, N'zoth and such. Even C'Thun decks were a huge deal in the first few months.

let me see becaue we want games to go past turn 2 and would you ever liked if prenerfed patches was in standard for 2 years?, no? there, you ahve your answer there.
Witchwood doesn't actually seem weak... but Kobolds and Catacombs has an absurd power level and its ridiculous mana cheating mechanics was just gross. KOFT was very strong but not broken as KnC.
I feel like Witchwood and Un'Goro are examples of the appropriate general power level for Hearthstone. Frozen Throne and Kobolds are clearly over the top. I know there is definitely pressure on the designers to make the sets later in the year more powerful so that they see play and shake up the meta, so mistakes will happen. I'm on the side of at least making powerful cards and if they need to be nerfed then so be it. A few mistakes a year is better than them just always making safe and underwhelming cards and us getting bored.

I beg to differ. They may not be meta defining right now, but without a doubt they will be super strong at some point before they rotate to wild. Spectral Cutlass is an underrated powerhouse. Try it out in wild with Tinker's Sharpsword Oil and you'll see how, in a meta that doesn't run weapon destruction, it puts Kingsbane to shame.

While Witchwood gave us a couple meta defining cards, specifically even and odd mechanics, overall the set feels very weak.

I kinda hope the overall power level goes down. Would make the game more skill based and more accesible to newer players.

Power levels of decks went through the roof. Blizzard was just trying to bring them back down to earth.
They were really tentative with echo. Which, to be fair, is an amazing mechanic. But it was statted in such a way that most of them are unplayable.
