I can already tell this is going to create some degenerate, aggro bullshit deck.
This was my first thought but thinking about it harder I figured it would be damn tough to make an 'aggro bullshit' deck without 1 and 3 cost cards. Only class I think can pull that off is probably hunter and even then it wouldn't be very good. Seems a better fit for a control style deck.
I like that these cards are start of game effects instead of a battlecry. Makes balancing it easier, this isn't going to be like Kelleseth where the game's won or lost depending on whether you draw him with a shadowstep/coin on turn 1.
This to me feels like the weaker of the two hero power legendaries. I'll gladly wait to see if there's something that can help abuse this, but right now, it just doesn't feel quite as impactful. Paladin is the one class that feels reasonable.

Like every other even card because zero is an even number.

If they make an even-costed equivalent of Brawl, this might even be used in a slow Warrior deck, since most of its removal and good legendaries are still usable with this card.
Its neutral so I could see it being played in a druid deck that can get it out early in the game. Could have some synergy with the spell stone and armor gain.

Reduced hero power cost to 1 all game doesn't feel like such a huge upgrade that it's worth not having any odd cost cards since this seems best for an aggressive deck but an aggro deck with no 1 cost cards seems impossible unless a lot of 0 cost cards get printed or the meta slows down a LOT.
Shame it's just starting hero power, so no combo with Justicar Trueheart. Why again is the effect made weaker than Raza the Chained who has much less of a restriction?

There are exceptions but Class cards are supposed to be stronger than Natural cards for class identity.

Parity of zero
I actually expect that it will find its place in Handlock. Both Giants will be even-costed. Twilight Drake, Sunfury Protector and Defender of Argus cost 2 and 4. Defile, Hellfire, Siphon Soul, Twisting Nether and DK will still be usable, all while being able to tap the first half of the game for 1 mana. I suspect that it will be very good.

I bet the new set will carry further support for Genn, arguably for Aggro/Tempo builds.
The utility of this card depends heavily on what other two drops Paladin gets, and if there is a substitute for Divine Favour.
In theory:
Turn 1 - hero power
Turn 2- Dark conviction (3/3 dude)
Turn 3 - Potion of Heroism (divine shield 3/3 dude) and Hero power
Turn 4- call to arms or Lightfused Stegodon (?)
etc.
But without some new mechanism for card draw, I'm skeptical.

I guess its pretty trash with kele, most games youll have to hero power in the first 3 turns
