Mage currently has 28 spells, 29 if we count the new portal. How many of them are actually bad outcomes? Flame Lance, Shatter and I guess Forbidden Flame. A couple of the rest are quite situational but you're still looking at ~20 alright to decent outcomes.

Quite useless in Tempo Mage since mage lacks any buffs to take advantage of the 1/1 body. It's probably better to just include a good spell.
A Control Mage might on the other hand use this quite well. It's something to smooth out the mana curve, and Control Mage can use almost any mage spell to decent effect.
What makes it potentially bonkers is Brann Bronzebeard shenanigans with this card and Ethereal Conjurer or Azure Drake. Turn 10 get 6 cards and play about 10/10 worth of stats? Yes please!
I see a lot of people here are off track about this card. This is NOT a tempo card. It will not be played in tempo mage. Here's the thing, tempo mage's style of play is developping one minion and then protecting it via spells to deal maximum damage and finish off the opponent with burn just as it stabilizes. Babbling Book has no resiliency and I don't see the point in protecting a 1/1. This card will deal minimal damage and will most of the time be dead by turn 3.
This card is best suited for control/value mages and is an upgrade from Jeweled Scarab (and a pretty big one in my opinion). Being a one drop, Babbling Book lets you attack an early minion and ping it to kill it (Argent Squire, Possessed Villager, Flame Imp, Knife Juggler, Huge Toad, Living Roots, the new Enchanted Raven if it ever becomes a thing) or attack a Totem Golem and Frostbolt it (please see here how this is a loss of tempo and a control dynamic). The obvious downside is the randomness of the spell, but I think killing those minions is well worth it (I won't go in too deep analysis of mage spells as I think plenty here on the forum have done it). Oh and it obviously combo's earlier with Brann Bronzebeard.
It won't be archetype defining though, I think control mage still needs quite a few tools : an early board clear (rip Explosive Sheep) a good taunt (rip Deathlord and Sludge Belcher) or major lifegain (rip Antique Healbot). From experience and playtesting though, I don't think Duplicate and Echo of Medivh is necessary to outgrind an opponent in standard, so at least that is not a problem for now.
Novice Engineer used to be a 1/2 and it had to be nerfed into a 1/1 because it was too strong. Now for 1 mana less you get essentially the same thing? Maybe a bit less powerful, but most mage spells are very useful, and in tempo decks you often don't even care what you get as long as it's a spell and activates your dudes. I expect this to be a two of in every mage aggro and tempo deck, possibly even two in most control decks and definitely one in Reno decks. Everywhere basically.

This card is value, not tempo. Drawing is not the same as getting a random one, just look at the "add a random beast" cards, they are very unreliable...

The beast cards are all overcostet though.
Furtermore, this is an additional 1 drop for mages, that doesnt lose out to much value which seems pretty ok. At least this will be in every fatigue mage deck, only question is how good that deck will be after OniK hits full, 45 cards can change a lot.
If its good enough for tempo mage is a hard question i could easily see it beeing good enough but needs playtesting for sure.
Terrible card, there is no reason to put this in any deck beside casino mage maybe.
Really? Getting 1/3 of Cabalist Tome in a small token is not bad, well, except if you get Shatter, but I find this actually very playable, would see play in a tempo mage.
Why not just put a decent spell in your deck over this instead? Maybe, if you're playing Reno mage, you can find a spot for in it in your deck... But I still wouldn't play it without Brann on the board. Overall, meh.
