This does not include cards like Flamestrike, which is technically better when your opponent has more minions, but whose effect does not actually change, or cards like Vanish or Naturalize, which do technically do different things (destroying minions/burning cards) when the opponent's hand is full, but because of other game mechanics, not something written on the card.

Comments: I liked Aggra as a card, but didn't vote for it because it does not really follow this week's theme (yes, I get that it may depend on the opponents board in the 1/14 mirror matches you'll have in this meta). I thought Goldigger was overpowered.
Wasn't as big a fan of some of these as other cards on page one to be honest. Out of the cards for the final poll, I chose, Aggra, Personalized Armor, and Concealed Kennel. I felt that these were by far the best designs of the bunch.

You were 20th overall in our scoring. What happened there is that there were several really highly rated cards on that page - I think 5 or so 50+ votes? - so only the highest rated card made the finals. And just barely as well.
Damn, for how many cool cards there were this week, the finalists r pretty meh :X But hey, i guess blatantly OP cards r what appease the masses still ... the broader coverage is a good thing, but its sad we have to endure the lows that come with it :(
Robin of Gldshire (1/5): i like the flavor, but thats about it. Basically more deck attacks for mill rogue, like that archetype wasnt annoying enough, not only u lose the cards, but now the rogue gets to play with em as well. The stealth on this card is just even bigger joke.
Captain Goldiger (3/5): i do like the ability, but cmon dude, we tried to help u with the wording several times and u still didnt even bother to fix it :X
Forest Spirit (4/5): pretty good 1-drop, albeit slightly boring.
Surly Puffer (3/5): I rly liked the flavor of this card when i saw it in submissions, but since it got through, im gonna be more strict now, cause the card doesnt honestly seem that great. If it was "Taunt. Battlecry: ..." so it would retain the taunt even on the next turn as a mere 1/4, then that would be good, but as it is now, im not so sure, i suppose its still gonna be at least a beast body that will most likely survive till next turn so u can combo with it or if your opponent traded into it with a lot of small stuff or it ate a hard removal then gr8, but dunno.
Personalized Armor (3/5): feels like u can get an insane value out of this card, combined with other armor up cards ... i dont like it very much, but i suppose its not that broken in a vacuum.
Hydraxis, the Tideturner (4/5):so this card is basically a Flamestrike on steroids for elemental shaman that also gives u a 5/4 body ... that is an elemental ... so it also fuels your synergies even more for the next turn, yep ... totally balanced. I like the name tho, cause that is pretty much what he would do :) /edit: well silly blind me, it damages your board as well, that changes things a lot, so its kinda Felfire Potion for big boards and Volcanic Potion for small boards, u get the 5/4 body and an elemental trigger for the next turn, yeah i actually like it now ... originally i thought it damages only enemy minions and that would just be waaaaaaay too snowball-y, but since it damages your minions as well, thats ok.
Dirty Spellslinger (0/5): direct hand attack, no thanks.
Adaptagon (2/5): epic Galvadon, without the quest requirement, oh how nice :) but in all seriousness, this card is way too good for what it does, the requierement is not rly that severe, if u play it on curve into your opponents 4-drop, this is basically at least a vanilla 5-drop (ish), if u can adapt twice or more, this card becomes insane, tho if u can adapt too many times, u might be already f***, since your opponent dominates the board.
Darkmoon Bouncer (4/5): yeah, pretty good card with the right balance, tho it has been done many times over in here.
Concealed Kennel (1/5): i was suggesting the 4 minion requirement for this, 3 feels like its broken AF, it will basically trigger in almost all games without a problem and then the fun starts ... u get 3+ charge doggies, that u can do SO many things with. It rly feels like the trigger is way too easy for how much value u can get from this, not to mention the added value for it being a secret and potential misplays from your opponent.
Emerald Nether (0/5): this card gives the rogue pretty easy access to (even many at once) Jade Idols ... yeah i dont think anyone would cry over druid anymore, if this card was a reality. Guess Skulking Geist would finally fulfil its purpose tho :)
Aggra (3/5): if this card destroyed said totems, than i would be totally fine with this, but as it is now, it feels a liiiiitle bit too powerful.

It does follow the rules. That it only has an effect in the mirror doesn't matter.

Im pretty sure thats not the case for a long time. U can try goin back in the submission threads and see when the formula changed.

I simply don't get this reasoning. Mind Control Tech exists and can steal some bonkers targets. My card can only ever get the weakest, which is in most cases (as a BEST case scenario) a 3/3, but more often a 2/2 or even worse. You're completely forgetting the restriction attached to the card. The board flooding is usually done by aggro, and aggro decks have very few big minions = you'll get a weak weapon.
EDIT: Also, If the weakest minion is a 3/3 as in your example, how much value could Mind Control Tech potentially give as the rest of the minion are bigger? A 3/3 weapon is worst 3,5 - 4 mana, and what might the other minions on the board be worth? If they're 4 mana or above (from statline and/or effect), MC Tech has a 75% to give you the same or more value, and 25% chance to give you a 2,5 mana minion (the 3/3). You can't think of gaining a weapon as overpowered as compared to a minion, you have to think what's the minion/weapon I gain actually worth and compare it, and in most cases, MC tech will give your more value, at least on average.

You might hate him, but it's likely to be balanced nonetheless. The fact that you don't like the effect is totally fair though. I think it's fair using existing cards as models and use them as inspiration for your cards, and when you've used said card to balance yours and actually made the gain slightly weaker, It's more than alright. I've even reduced the RNG by a far margin, and it wont even be as frustrating for your opponent, as your big targets don't get stolen.
I could see the issue if I tried to balance it towards cards we know are overpowered, such as Dr. Boom and Ultimate Infestation, but that's not the case. And as said, I've even removed the RNG element from MC Tech.
I voted for Surly Puffer because it has a somewhat unique mechanic and flavor.
I'm not a fan of having these types of cards in the game because they punish you for having a game plan. Divine Favour, for example, punishes you for trying to win through card advantage. Mind Control Tech punishes you for trying to win by having lots of minions. They are both high on my list of least liked cards in the game.
Hearthstone games are more interesting when both players are countering their opponents game plan with their own. I believe that's the reason silence was nerfed.
Oh, and here's another little hint at what tomorrow's theme for the Card Design Competition will be ;).
