I wouldn't build a deck solely around this (it's a one off card that you need to combo with other cards to get value out of). But in a weapon-based control deck with lots of card draw I think this could see play.
Meta Defining...well...I can't think of any Rogue deck that wouldn't include this. It's cheaper and way better then the hero power, it can easily be used over and over again to trigger combos.
Another auto-include into any decks from this expansion. I remember that Blizzard sent cards into the HoF because they were auto included...

The way I see this card, you get a 1 mana 1/3 weapon. Okay, that's obviously bad. However, you can now buff your weapon, right!? So a single Deadly Poison makes this weapon a 2 mana 3/3 (1 for the initial weapon cost, 1 for the spell) and all future equippings of this dagger a 1 mana 3/3. Well, that's amazing! You play two Deadly Poisons and now you have an initial 3 mana 5/3 weapons and future 1 mana 5/3 weapons! HOLY CRAP. You put leeching poison on it or Necrotic Poison and holy cow, what a weapon! Right!?....
Yeah, I'm sure that's what a lot of people are thinking when they see this. There's just one problem. You have to play it in a deck that runs Deadly Poison, Leeching Poison, Necrotic Poison and/or other equally bad weapon buffing cards to work. It's no secret that these cards are anywhere from mediocre to terrible. And the thing is, they only really synergize with ONE card. And that's not the only thing wrong with this scenario. On top of that, once the weapon is used up, you HAVE to draw it a second time before you see ANY value from it. Prior to equipping it for the second time, any weapon with those buffs would do. Of course, the moment you equip it for the second time (with buffs), the value skyrockets to amazing levels that no other weapon can compete with.
It just seems to me that to make this weapon work, you have to run a bunch of otherwise crappy cards and turn your deck into a gimmicky crapfest. Though the effect is definitely unique enough and the power potential is certainly high enough that there's quite possibly a way to make this card work. I just have my doubts. Though, I've definitely been wrong before.
I usually see the best in cards but I'm not convinced this will be all that splashy. A 1 mana 1/3 weapon does not seem great in rogue simply because the hero power can always make you a 1/2 that does not require a card slot. It's still a good combo enabler, though. For this to be great you have to draw this early in the game, buff it. (Admittedly just +2 attack will suffice here) and then draw it again in a still relevant point in the game. If you run only deadly poison, this will not win you the game most of the time (which is fine for a 1 mana card). If you want to get more out of this you need to weaken your deck by a lot to do it, making this awful if you draw it late. I guess it's fine/ good. It's just not going to reach it's full potential in any reliable deck.
Great card, imo hindered only by the fact that it's a legendary and we can only add one in the deck...which is actually a problem, building a deck to support this card might end up being too inconsistent. Though Keleseth worked out so maybe is ok?
this is deck which came to mind, but honestly, it looks kinda bad. The idea is to get Kingsbane asap with double Journey Below and cycle through deck with shiv, fan talnos 1xsprint etc. ignore the board by removing threats with sap, vilespine and double vanish. Fal'dorei Strider also benefits from cycling through
I think i need to incorporate 1 prep somehow, but dunno what card to remove.
People are going bonkers over this, but how exactly are you going to get it back from your deck after throwing 3 buffs on it? Do you expect to consistently draw it? Count again how many cards you actually see over the course of a game normally and do the math.
And you have to even draw it for the first time. How often does Kelaseth Rogue get him by turn 2? And you expect this to show up every game for you to buff, THEN show up again and again after being shuffled back in?
This is a mirage of power. 70% of the time you will never see it again after the first time it's destroyed. Card is awful.

Its better then keleseth. It’s the ultimate tempo/pirate rouge card. If you draw it twice its like double shadow step keleseth. You don’t need double shadow step kele for keleseth to be good.
Same with this card. And you don’t need any poison or shit weapon cards. Just pirates and draw this turn 1. GG

Omg what is it with Team 5 and making low cost cards so powerful, compare this to most of the mid or high cost stuff and it's insane power for 1 mana.
With doomerang keeping buffs this looks much better (by a large margin), but still, not quite convinced

Will it keep enchants, when copied by Valeera DK? Valeera DK cant copy reduced card cost, but i dont know about stats.
