The only thing Casual is, and should be, is a place to play any deck you want without the stress of trying to climb ladder. As others have stated, there is an invisible match-making rank that effects who you play in Casual, so unless you're on a brand new account playing Casual with a top tier deck, you aren't playing inexperienced players.
On another note, I don't get how someone playing a fun, homebrew deck in Casual can get upset about losing to a "meta" deck. If they were concerned with winning they'd be playing a stronger, top tier deck rather than a fun, homebrew deck... right?! I was playing a Rogue C'Thun deck the other day which was super fun, despite losing a lot of games. I was playing this at Rank 20-19 Wild Ladder though, which is basically like Casual since all the Big Priests, etc, in Wild are much much higher up the ladder.

There are no rules, but I personally don’t like it when people are playing top tier meta decks in casual, even if it’s just for “practice” so you don’t lose ranks while learning how to play a meta deck. I think if you’re competitive enough to care about ranks, you should be competitive enough to risk losing ranks.
so is it OK for me to test out for instance my Burgle deck there? I'm still working it out and TBH it doesn't have a great winrate anyway. so is this the kind of deck that belongs in casual mode would you say?

I like playing against Tier One Meta Decks in Casual actually. Mostly because I know what's coming and can play accordingly, but also because I can test my Home brews against them without tanking my (admittedly low) Rank.

Here's a piece of etiquette: it's always wrong to send someone a friend request to criticize them. Whatever you think about folks ruining casual with "the wrong" decks, folks who send friend requests to be jerks actually do ruin the friend request feature for everyone.

Queueing into a top meta deck now and again doesn't ruin Casual mode. Bottom right and queue again. Casual mode has essentially no stakes.
Folks using the Friend Request for abuse really does essentially eliminate the Friend Request. I can't recall the last time I've invited anyone, since I know they'll figure it's abuse, no matter how the game went, and I always figure it's someone being a jerk so I never accept friend requests. The feature might as well be deleted from the game. It does nothing but serve the trolls who mostly got shut down due to the emote system.
Even with top meta decks, casual mode still serves a purpose. Could things be better if there was a bifurcation into Casual and Unranked? Functionally the same, but with a different name. Maybe, but possibly not a big enough improvement to justify the expense of coding such a split.
There's absolutely no rule about it obviously, but the idea that "meta deck" is ill-defined is ridiculous. Yes, the meta decks shift and change, but it's pretty obvious what they are just by looking at the most popular/highest winrate decks of the time. I don't personally care what you play in casual, it's up to you, I never play in there anyway, but it does seem a little tacky to take meta decks into there instead of having more casual fun. Why not just play ranked?

It simply doesn't work that way. I have multiple accounts, some with 1000s of wins in casual, some with a handful. The one with 1000s of wins is basically just like ladder, only netdecks. I never face some noob who Arcane Shots me in the face as their opening move. On the account with a handful of wins, that's all I face. Your concern is the entire reason MMR exists and why it drops much, much less for a loss than it rises for a win.
People like the one who flamed you should understand that a lot of players using "meta" decks in Casual are either testing the deck before laddering or trying to complete a quest and/or the 100g daily limit. They're not there just to piss their opponent off by playing a "meta" deck.
If their "off-meta" decks lose to "meta" decks, they shouldn't be surprised either.
The main problem is a lot of people expect different things from Casual mode. It can be a rumble of ranked, it can be a meme matchup, it can be a homebrew hodown, or anything in between.
Bottom line is, don't feel bad about playing anything in Casual, that's what the mode is there for.
edit: Also, etiquette and Hearthstone shouldn't be mentioned in the same sentence. (lol)

If there is lethal on board kill the opponent don’t sit there picking ur ass playing more cards u can play another game and finish it with some one who wants to watch u play ur cards. Sometimes I think these people live in trailer park cause they have no brains and don’t think .

Well, if you are a new player and you want to win games, or do a quest or so, you can also play some games with your hearthstone friends, Blizzard is allowing that and I don't think they will stop doing so.
Also I agree with some aforementioned comments, casual is great for testing some meta decks if it's your first time playing them and you don't have the safe net of e.g rank 5 but you are at rank 2 and don't want to lose ranks while switching decks.
I actually reached for the first time this season , legend, but tried clone priest about 10 games in casual beforehand. Call me with whatever nicknames you want. Upon reaching legend, I am mainly playing Tess Rogue , resulting me going from 1200 to 2000+ rank :) (I don't really care about playing in tournaments or whatsoever right now)
If winning in casual is important, people should play a competitive deck. It's far more effective than hoping your opponent doesn't, especially if you are an experienced player with high MMR.
I don't care about winning, I just don't want to face decks that are either meta or toxic. I'd rather lose to Freeze Shaman than have 100%wr.

I definitely play meta netdecks in casual. I do it for 3 reasons :
1. I want to learn/test out the deck.
2. I have win x games with class and that class is not my preferred.
3. I think there is a good chance the game will be interrupted and I will have to press concede halfway through.
