The OTK would require 14 mana along with 4 cards, so you would need them all in hand with Emperor, but that's for a full 30 health OTK, so it needs to be difficult. If the OTK is too easy, it simply shouldn't be in the game. However, with less cards you can still do a lot of damage: 10 damage with just two cards and 20 with three. Of course it also scales with existing Silver Hand Recruits on board.
Sister Tezu'jai, following the tradition of the TGT legendaries, is a Hearthstone-original Legendary minion. With her massive Spell Damage bonus two Mind Blasts (11*2) and a Holy Smite (8) deal 30 damage combined, however her negative effect makes combo-ing her impossible, unless Emperor Thaurissan hits one of the four components at least once, making her cost 6, the first Mind Blast 3, the second Mind Blast 1 and the Holy Smite 0.. Sister Tezu'jai still is a perfect addition to OTK/Combo Priest, acting as a second Prophet Velen.

EDIT: Since I didn't read the requisition that Emperor can only hit once, I reworded the card to accommodate for that.
You need this, 2 Purify, 2 Silence, Embrace The Shadows and 2xLesser Heal in Hand. Or hope for Purify draw luck. And of course you need targets to silence. Quite hard and risky.
Turn 7 (in case there are minions to Silence): 2xPurify (10dmg and 2draws) + 2xSilence(10dmg) + Embrace the Shadow + 2xFlash Heal (10 dmg) = 30 dmg total. In any case - this is quite bad stats minion but with strong face damage for 2 mana Purify and 0 mana Silence.
In most cases this is a (3) 4/3 to heroes and a (3) 2/3 to minions.
However, if you use one turn of Emperor Thaurissan with this + Charge + Abusive Sergeant x2 + Inner Rage x2 + Rampage in hand you end up with a 15/1 charge minion that can hit face for 30. (Edited to add the card links and correct the maths)
OK so for the spirit of past OTK's that were in the game, I wanted to make a card that wasn't completely obvious in its goal unless you discovered the OTK. So for normal gameplay, this card is a test to see how much RNGesus likes you. Since the damage is only between the Gladiators, by the end of your turn, you are to have either a 3/5 and a 4/5 on your side (the 'RNGesus approves of you' ending), a 3/5 and a 4/5 for your opponent (the 'RNGesus really doesn't like you and wants you to lose' ending), or a 3/5 and a 4/4 for you and your opponent (the 'RNGesus couldn't really care less' ending).
However it ends up, the card is a value risk reward card that is supposed to *hopefully* give you more for your mana.
The Combo
Some fun will happen if you have 2x Frothing Berserker, 2xCharge, and 1 sneaky Emperor Thaurissan. Make sure you have the cards in you hand, and drop Emperor T whenever you can. All you need is his effect once so its a guaranteed OTK.
With 1 cost reduction, on turn 10, play the now 2 mana Berserkers, then one 2 mana grandmaster ( outcome won't matter cause this combo proves you are greater than RNGesus), play a 2 mana Charge on each of the Berserkers, and unleash 36 damage upon your opponent's face!
You'll need to Upgrade this card twice to do the full 30 damage to your enemy, which on the same turn will require Emperor Thaurissan. I don't like the idea of making an 11 cost card that requires Emperor to play, because once Emperor phases out, it becomes a dead card, so Emperor currently would reduce the total cost to 9, but there's some play room here: you could have Emperor reduce the cost of Frostmourne and one Upgrade, or only both Upgrades. Just need to squeeze 12 mana into 10, so two of the three cards need to be reduced once.
Berzerker Rage (2 mana) then => Bash some minion (2 mana, you gain 3 armor so you have 30 life and 3 armor) + Southsea Deckhand (0 mana) + Arcanite Reaper (4 mana) + Bloodsail Cultist (2 mana - weapon becomes 6/3 thanks to Southsea Deckhand) + Upgrade! x2 (0 mana) (Weapon is 8/5) then attack head for 8x4 = 32 damage. You survive with 1 life.

I thought to balance the card, your opponent should get the first crack at killing you. Otherwise it is unfair. There are a few combos that can be pulled off the card:
You can change a couple of cards for the combo to get the same effect. But this way it costs 10 mana to deal 40 damage (mega windfury 3 x 10 damage and even get rid of a big taunt minion).
The Golden One also fits the Paladin theme with the 2 ragnaroses!! and Y'Shaarj etc. Could be a nice deck!!!
it requires a board, so it's either already there from the turns before, or you play Warlock, have Emperor Thaurissan do his thing and: play for example Stonetusk Boar, Blood Imp, Faerie Dragon, Clockwork Gnome, Grimscale Oracle and Southsea Deckhand = 0+0+1+0+0+0+9 = 10 mana, 7 cards, 31 damage OTK
You can't stop the signal.
So while this card alone doesn't seem impressive, it can generate much value with Stand Against Darkness and Warhorse Trainer, 2 cards that rarely see play. Well and Silver Hand Regent and Justicar Trueheart to some degree. In wild you also have Muster for Battle and Quartermaster along with all the buff cards Paladin has access to.
The OTK would require 14 mana along with 4 cards, so you would need them all in hand with Emperor, but that's for a full 30 health OTK, so it needs to be difficult. Combo:
Stand Against Darkness, Warhorse Trainer, Warhorse Trainer, Marching Orders = 30 Damage, 4 cards, 14 Mana
or
Stand Against Darkness, Warhorse Trainer, Hero Power, Blessing of Might, Marching Orders = 30 Damage, 30 Damage, 4 cards, 14 Mana

It's a small try to make Purify more usefull.
edited calculations, sorry.

Ok, let's see if my math skills are any good:
Assuming Emperor Thaurissan got a tick on a few things:
Fiery War Axe (or for cheaper card with 1 less damage, Cursed Blade!)
2x Southsea Deckhand
2x Southsea Captain
1x Blackwater Infiltrator (targeting the Southsea Captain)
Skycap'n Kragg
2x Inner Rage
I think that's a 27 damage combo wombo. :)
Mana cost: 2+1+1+3+3+4+1+0+0= 15, so Emperor would have to hit several of the cards to really work.

All spells discounted for 1 mana by Emperor Thaurissan

Druid's version of Embrace the Shadow. 2x Claw + 2x Healing Touch + Entwine the Nature = 24 damage. With Emperor Thaurissan, you can fit in a Feral Rage for 32 damage OTK if 3 of these combo pieces are discounted.
I thought to balance the card, your opponent should get the first crack at killing you. Otherwise it is unfair. There are a few combos that can be pulled off the card:
Archmage Antonidas and then Fireball your opponent into oblivion.
Nefarian and then lots of spells that do direct damage to your opponent.
Flamewaker and again...tons of different spells.
Tell yourself you need it more than they do:
Leeroy Jenkins + Cold Blood + Cold Blood = 14 damage
Then, when Leeroy isn't looking you steal his Blade for another 14 damage and throw in a Southsea Deckhand for the remaining 2 damage.
All in all - Leeroy Jenkins + Cold Blood + Cold Blood + "Borrowed" Blade + Southsea Deckhand = 30 damage for 11 mana so you need cost reduction on one card.
I don't see this as more consistent than Raging Worgen OTK warrior or anithing with Faceless Manipulator.
Here's my submission for this week.
You drop Emperor Thaurissan to reduce all the cards required for the combo by 1.
Then Rehgar Earthfury -> Dust Devil -> Dust Devil -> Flametongue Totem -> Rockbiter Weapon -> Rockbiter Weapon = A total of 32 damage.
Azzinoth's Arisen + Onyxia = 18
+ Power Overwhelming x2 + Soulfire = 30
Possible combo:
2xSorcerer's Apprentice for 1 mana due to Emperor's help + Echo of Medivh for 2 mana due to Apprentices' effect + fresh Sorcerer's Apprentice for 2 mana + Time Warp for 4 mana. On extra turn: Sorcerer's Apprentice + Archmage Antonidas + any spell that costs 5 or less = infinite Fireball's
My entry:
So the Combo is for Paladin. All cards are reduced by Emperor Thaurissan for 1 turn:
1x Mechwarper (cost 1)
1x Mechwarper (cost 0)
1x Mimiron's Head (cost 2)
1x The Golden One (cost 5) to trigger Mimiron's start of turn effect to get V-07-TR-0N
1x Blessing of Might (cost 0)
1x Seal of Champions (cost 2)
You can change a couple of cards for the combo to get the same effect. But this way it costs 10 mana to deal 40 damage (mega windfury 3 x 10 damage and even get rid of a big taunt minion).
The Golden One also fits the Paladin theme with the 2 ragnaroses!! and Y'Shaarj etc. Could be a nice deck!!!
The combo: Emperor ----> General (3) + War Axe (1) + Upgrade x2 (0) + Heroic Strike x2 (2) + Charge (2) + Inner Rage x2 (0) + Rampage x2 (2) = 30 damage combo for 10 mana.
