Me and an friend tested it he played Frost Lich Jaina then Majordomo then he didnt have lifesteal on his hero power. I Dont know if this is an over sight from blizzard side or intended. Ill guess an over sight. My reasoning that it should work is since that Jaraxxus is an deamon and now you turned into an elemental.
Jaraxus hero being a demon and affected by demon spells is a meme from the early days of hearthstone and is not to be taken seriously. Blizzard just likes the idea of jaraxus being countered by a 0-mana spell.

Your assumption is wrong even if Ragnaros as an Hero would have been considered an Elemental, since what is doing damage is the Hero Power and not the Hero itself that is a totally different source.

Interesting experiment. I would agree that the problem is the hero power dealing damage instead of the hero himself. The Elemental lifesteal is not an Aura, but a battlecry that is specified to last until the end of the game, therefore it should still be active (your Elemental minions should still provide lifesteal).
To test the hypothesis, I guess you can try to attack with the hero Ragnaros and see if the lifesteal works (you can give him a weapon with blingtron, medivh or buff aluneth with greenskin). If it doesn't, either he isn't considered an elemental, or the Frost Lich Jaina battlecry "Give your Elementals lifesteal" implicitly means "Give your Elemental minions lifesteal". Personally, I would find neither explanation satisfactory, so I'd expect the weapon attack to provide lifesteal.
Just finished the experiment...Frost Lich Jaina --> Majordomo Executus gets killed and hero is replaced with Ragnaros --> I damage myself , equip Atiesh from Medivh, the Guardian and attack...NO LIFESTEAL...I thought maybe it had something to do with ,,the weapon dealing damage and not your hero,, so after that I replaced the Atiesh step with a Mana Bind --> Rockbiter Weapon . STILL NO LIFESTEAL .
So it's confirmed NOT WORKING...It's pretty weird but I don't Blizzard will ever fix this seeing how it happens so rarely that you attack in Ragnaros form while the Frost Lich Jaina aura is active.
I don't know whether the Frost Lich Lifesteal goes away when you change hero (I don't think it does).
But if it stays, it would make sense for the Ragnaros hero to be counted as an Elemental and attacking with him should restore Health. The hero power having Lifesteal would be flavourful as well but unfortunately it wouldn't make sense mechanically. I agree that blizzard are unlikely to change this, and if they do it will be a seemingly pointless change amongst a whole bunch of bug fixes in a future large patch.
(They tweaked a Blackrock Mountain boss fight just a few patches ago, so who knows)

I'm assuming this is because Hero Ragnaros is not considered an Elemental but a Hero instead.
Here is the thing, Jaraxxus is a minion, a Demon minion. Most of the effects that apply to him if he is on the board apply to him if he replaced your hero aswell. Hero Ragnaros though, it cannot be pulled into play as a minion, it is simply a Hero rather than a minion. This is likely to be the reason why the Lifesteal doesn't work, not any Elemental effects will work, since he is simply a Hero, not an Elemental in that status. There is no Ragnaros Hero Card or minion that replaces the Hero which can be put into play as a minion.

Jaina's text read "YOUR Elementals...". I'd say that heavily implies minions that you control and would not apply to yourself.

I don't think there is any way currently in the game to test whether Hero Ragnaros has the Elemental tag. Jaina's wording invalidates her Hero Power as that test.

We can come up with these fancy explanations, but the right answer is blizzard's inconsistency.
Look for Blizzard to make a change to this once Jaina rotates to wild which will not be announced at all - at which time the deck will totally break the wild meta once it is discovered (Sound familiar ... cough ... naga ... cough).
