I guess Stargazer Luna had a similar effect? It felt good when it went off, but it did have a randomness feel to it. Outcast on the other hand rewards more for deckbuilding with low mana curve, also helps that some of the outcast cards help to draw cards to refill. And it also takes skill to know when to forgo the outcast benefit and play the card for less value but more tempo

Not true. Rogue and Shaman did not get any Dormant cards.
The problem is how Skull can lead into insane outcast combos. If you changed outcast to being only left or right instead of either/or then I think it brings the mechanic back down to earth a bit.
The better solution is probably to reduce the amount Skull reduces card costs to.
Outcast isn't THAT bad except for Skull of Guldan. Skull is the most broken Outcast card. Altruis is the other problematic card when combined with the Outcast cards. Altruis shouldn't be able to hit face and only minions. Altruis is like a Twisting Nether that only affects the opponents board, that draws cards, and does 7-8 damage to the face. That's literally what Altruis does when it hits the board late game. Too good when combined with low costing Outcast cards that keep cycling thru your deck.
What's also frightening is thinking about what other Outcast cards DH might get in future expansions. The power creep wont stop here. They have to stick with this Outcast mechanic now and they'll never admit it was a huge mistake.
Those were actually the two cards that made me think about starting this thread in the first place. I completely agree that Altruis the Outcast should be able to go face. I mean, if the nerfed Holy Nova so it couldn't deal face damage... come on. Skull of Gul'dan should both discount AND draw so many. The ability to reload and play most, if not all, those cards late game creates such board swings it's maddening.
Altruis the Outcast either shouldn't hit face (the most obvious nerf) or should hit everything except for himself. He's an outcast, after all, which would suggest that he has no friends. He'd be much more difficult to use effectively if he was walloping the DH in the face and clearing his own board at the same time.
Whem I first time saw Keli'dan the Breaker I felt like it should have outcast in it. Board wipe only on top deck is just too random. Wipe on outcast would add another layer of strategy and usefulness to this otherwise mediocre card. Blizzard never cared for Warlock though, so I'm not that surprised.
I think the part you are missing is that warlock is designed around having loads of card draw. Maybe they envisioned that a plot twist on a full hand while late enough in the game was a reliable enough method of '''topdecking''' Keli'dan the Breaker. Also warlock has many built in mechanics to draw a lot.. so I think it is less rng based than if Keli'dan the Breaker was in another class.
Also on the actual topic of this thread, I feel that the skill in manipulating the cards to the left-hand side of ones hand is quite obvious and makes sense, but the chance that topdecks also trigger outcast make it a bit too easy to trigger. With skull of guldan and kael'thas in the game, sometimes they just get dumb combos that require much less planning or thinking than other combo decks require, and simply play topdecks as they get them until they win by default.
It's not to true to say using it correctly doesn't require some skill - it takes planning and choice across multiple turns as often as it rewards a topdeck. It just understandably generates salt becasue skull of guldan is still pretty busted, and people bring their salt into the debate and can't help themselves from barbing their opinions.

Technically dormant already existed, it was not something new because The Darkness was already there. They are the type of minions of this expansion, for example in Rastakhan they were the loas and overkill, in the witchwood they were the worgen and echo. And as KnivesOut said shaman and rogue they didn't get a dormant minion.
Outcast is dumb because how easily DH can get cards to the left and right side of the hand. It's basically free bonuses. Now if they made it so outcast only worked on one side of the hand that would be more balanced they could even let you choose the side at the start of the game.
To me, Outcast is a just a cheap gimmick made to further differentiate DH from the other classes. All those effects could have been a Battlecry or just a normal effect.
