As with old Miracle Rogue, these decks require quite a lot of skill in order to be consistent, and carry you through ranks.
Or, otherwise said, Miracle decks have a plan for nearly any situation, but they are quite unforgiving, regarding an ill-planned move.
So, even if good, or the best, i doubt they'll ever be popular.

No, until nerfs comes rogue have much more reliable and strong tempo plays, sure, in the perfect hand you can do impressive tempo plays with sorcerer aprentice and mana cyclone but is much more easy do that with rogue draw 3 cards spells and play 3 or 4 cards at same time in turn 4.
Best deck for pros at high legend isn't necessarily the best deck for everyone. High legend is a strange world with a pretty small pool of players who are making really narrow tech choices against specific decks within that small pool. Some of that will translate down to Rank 5, but not all of it.
Is it entirely possible that Cyclone Mage is a deck folks at high-non-legend are sleeping on? Almost surely. Best? I think it'll take a lot to unseat Rogue, which seems like it's the top tournament deck at the moment, as well as the deck doing best around the Rank 5-Legend meta. That's where you'll see the best combination of large sample size and decent-enough player skill.
I'll add though: when you have top-legend players doing well with a deck which has the dramatic, crazy plays that someone like Kibler would enjoy, that's great. Exciting enough to meme with and strong enough to rank with is a sweet combination; too often the rank-up decks are dull.
It's not the best deck but it's one of the best decks. Pretty high skill cap because there are a lot of weird lines you can take. You can beat Rogues and Warriors which is a huge deal in this meta.

I am hoping that it never catches up in lower levels of play. It has all the elements of an unfun deck, lots of random spell generation with Cyclone, 5+ Fireball generation with Antonidas and mana cheating with Conj Calling and Mountain Giant.

Your definition of unfun differs wildly from mine, facing RNG is not something I dread, the variety is why I keep coming back to Hearthstone. Facing decks that play out the same every time is literally why this game will eventually fail, key word eventually.

I went pretty quick up the ladder in EU with this deck. But after rank 5 I meet only 3 decks and its always a hard game, because their decks have a fix plan while I rely to some extend on RNG.
With this RNG the deck just doesnt give the high enough win % that would keep me motivated goin on.
I haven't played it, but I've played against it and honestly I find it to be one of my easiest matchups. I think it's a lot fun to play against though so I hope it catches on. It's 1000x more interesting to play against than Summoner Mage.
Definitely not. Consistency is proven to be the most powerful thing in this game (which is why Genn and Baku got shipped out of standard early), and Mana Cyclone mage is a clown fiesta. It wins because it runs a lot of burn and cycle to try and miracle out a win.
this is a deck that won't get better as the spell pool grows in standard.

I’ve actually hit legend yesterday with the deck after being stuck at rank 2-1, the deck is viable, stands a fair chance against most of the decks and is fun to play with. Here are some stats of the climb I tracked with Trackstone because I play on mobile. My stats were 25W-13L which makes for 65% winrate total.

From the amountof times I have come up against the deck, it really feels a bit 50-50 / high-rolly at best. It also requires you to somehow avoid running out of steam. Against most good control decks it seems to struggle. But even then, against my Rage Warrior deck, I found the only time it would ever win was if it managed to get lucky and find both Khadgar and the 1-cost spell that summons 2 0/2 taunt minions. (Which didnt happen often).
It basically just seems (as an opponent) too slow. I might give it a try at some point to see for myself since I finally got the second Cyclone in a pack yesterday.
it's a tier 4 deck at vicioussyndicate and has only 4 good matchups, 2 of them against decks we don't see much on ladder atm. i play it since yesterday and it's not consistent

as you said, high level pros are having great results with the deck. the average wont stand a chance vs the average rogue player
