I am also a fan of Waxadred, but honestly, rogue got like almost no dragon synergy lately... seems like all the other classes got multiple ways to utilize dragons. Rogue got Candle Breath ...
I tried to make a deck with Stowaway and Shadow of Death as well but it really just seems too slow, especially in the current meta. Maybe next expansion...
I don't really know what about Waxadred makes you "nostalgic", but whatever.
While I have the card myself, I never really tried it out, partially because the entire premise doesn't seem very appealing to me. The purpose of Waxadred is an "immortial" minion that keeps the pressure high with some latency. But cards like Sherazin, Corpse Flower (which I also have, lucky me) had a similar purpose and didn't work either. While Waxadred is slightly easier to build around, the low impact and delay on rebirth (most significantly: no Taunt or Rush) makes the whole mechanic awkward. And Rogue's few ways of stalling don't help either.
If I would try to make a deck, I'd probably stay in Standard while I still can. Wild has a few more Dragon synergy cards to offer, but not much for Rogue, and the competitive environment discourages it even more than Standard does.
Since your win condition is (probably) ultimately a board of Waxadreds that keeps coming back, you'd need ways to multiply them and have a good amount of draw available. I'd say Shadow of Death is your best bet for multiplication, because it saves you the headache of playing additional copies, like from Togwaggle's Scheme. This way, you can reliably summon two Waxadreds with Stowaway, whether they were freshly shuffled or killed before (in which case it would draw the candles). And if possible, I'd try to play the two together in one turn, just so Devolving Missiles doesn't end me instantly.
To help with Shadow of Death and card draw, you'd probably need Preparation. It should also come in handy with removal that you absolutely need, like Coerce and Sap. As for card draw, Secret Passage is obviously the way to go, of course. I can't even think of other dragons that I really want in the deck, so Candle Breath is probably not worth it. If Waxadred just sits in your hand, it's a bad sign already.
For survival, I would maybe include Khartut Defender. It's just the best you have in terms of neutral stalling potential. And I'd strongly consider Animated Broomstick to potentially clear the board with my resurrected Waxadreds. A Secret package might also help. Blackjack Stunner can buy you some time, Ambush is decent for defense and Dirty Tricks helps you with your gameplan again. And as always, the usual answers in Rogue's arsenal are highly recommneded. Not sure if Shadowstep really needs to go in as well, but it would be pretty decent with of Stowaway and Broomstick.
That's about it. I also want to mention that I'm not a big fan of Necrium Apothecary. It's just so clunky, even though it would help with consistency.
Maybe something like this could work. Using early game lackeys to survive until you can pull the bigger cards, ideally with a discount and then get Waxadred in play. I feel like having multiple Waxadreds as the win condition would suggest playing a longer, controlly type game, so Galakrond would help generate late game resources.
Part of the problem with building a Waxadred deck is there's no reliable way to get him. So you need something else that would play well with the things like Shadow of Death that you're playing b/c of Waxadred.
In the past, Mountain Giant could kind of fill that role. Maybe some of the Stealth legendaries could. They're a bit slow, but at least they're hard to interact with.
I was excited for Waxadred. Too bad it really never got any support. It was always too high a cost and required too much luck to pull and you'd die from lack of tools since you had to fill your deck with draw. People ended up instead building around 'infiniting' Kronx and flik since those both had massive effects.
Try this. I currently have a 60% winrate after 89 games in wild. It's got a little bit of everything - Secrets, Stealth, Shuffling (including Waxadred) and Deathrattles. It sounds crazy, but actually works and is a blast to play.

Using Togwaggle's Scheme to shuffle lots of Waxadreds into the deck and Stowaway to pull out the candles has worked pretty well for me in the past.
Instead of going for dragon synergy, go for deathrattle syngergy.
Use the stealth package, eggs, Vectus, Akama, Teron, Lilian, and Waxadred. Maybe Al'ar. Maybe Cursed Vagrant.
