They're supposed to be quilboars, a pig-like race. Though I don't remember any being even nearby Gadgetzan or Tanaris, the desert where the city is located.
We've also seen Clockwork Giant punish big hand sizes, but that was never a strong tech choice. Clockwork Giant and Goblin Sapper even had difficulty fitting in mill decks. At least, this is more likely to get value in mill decks than those two, since 6 cards is a pretty easy threshold with Naturalize or Coldlight Oracle and combo cards. That said, minions in mill decks don't tend to do as much since there's only a handful of targets for your opponent's removal...
