Doomhammer is an epic which is obviously OP. Dusting it after nerf would equate to 400 dust gained.
Each pack you open gives you 40 dust.
That's 10 packs.
Nerfing Rockbiter weapon yield us no dust.
Pretty much everyone has at least 1 Doomhammer so the nerf to Rockbiter instead of Doomhammer basically saved Blizzard ~1000 gold per player which is around 10 bucks based on if you go through Amazon or not.
The reason they nerfed Rockbiter is because Windfury is Shaman's class identity. They want to keep printing strong and interesting Windfury cards for Shaman but having to balance around OP Rockbiter combos makes it difficult to add new Windfury cards to the game.
The rockbiter nerf preserved arguably the most iconic Shaman card (and also one that just isn't that powerful absent Rockbiter) while taking some of the early game steam out of face/midrange Shaman. It arguably could've been done better by leaving the mana cost the same and only letting it be applied to minions; but it was still the right idea instead of hitting DH. Much like Flamewreathed Faceless, DH catches a lot of flack but is not what makes those decks go.
They didn't nerf Rockbiter Weapon because of dust - they nerfed it because it's 3 damage for 1 mana the the potential for more damage with windfury. 2 mana brings it closer to alignment with cards like Frostbolt and Quick Shot or even Lightning Bolt. Plus tweaking the mana really only impacts aggro openers and limits burst potential. Rockbiter Weapon was the right choice.

I agree that the Rockbiter nerf is retarded as it is and completely killed the card (which is a big deal since it's a basic card, 1-mana 3/1 weapon would have been much better), but they were right to focus on it and not on Doomhammer.
See, dust is not a factor - its a lot of factors that are considered. Force of Nature was too good on it's own and awesome when paired with Savage Roar. People still run Savage Roar, but often only as a one of, as generating and keeping a board is a different kind of struggle compared to suddenly generating 14+ damage from an empty board.

Not completely true, as this only true provided that you have same distribution and statistics for all tiers, and as you can see, 40 dust is the most common pack, I don't know the exact statistics, but it is sure above 50%. While it is true that it is a minimum, if you take into average all pack outcomes, what you are left is roughly 40 dust.

It is statistically impossible for the minimum value to be the average in a sample if more than one value exists. The dust cost was a big reason I expected rockbiter to get hit over doomhammer. Also the fact some Shamans don't even run doomhammer but nearly all run rockbiter.

Theres no way they based a nerf on how much free dust people would get.

Remember how they did the first ever legendary nerf with Yogg, and how its worth 1600 dust? Also rockbitter is sometimes used with al'akir.
