It's not a battlecry, when you play a battlecry minion there is not the little flash next to its art in the log, this happens only if it does something at the start or end of your turn, so LK does something at the end of your turn, and imho it doesn't interact with hero card cuz you can only have 1 in your deck so there would be no reason to not make it battlecry.
who says it has to be "at the end of your turn"? it could be an effect like frothing berserker or an interaction like whickerflame burmwistle card
The paladin player does nothing after playing the lich king and I don't think there are any activators that trigger on their own besides end/start of turn.

Based on existing cards I would value it more like this:
5 armor = 1 mana, as seen with Iron Hide
2 minions = 2x2 mana = 4 mana, as seen with Druid of the Swarm
And that leaves the hero power for 2 mana, which is reasonable enough.

In standard, unless paladin has Auctionmaster Beardo, he can only summon 1 horseman per turn, so it is not that dangerous.

I assume that they will add Kael'Thas if they ever do a Burning Legion expansion. He would make a pretty good mage legendary.
