Update: The quest to obtain Old Murk-Eye is no longer available with the introduction of Standard format as he cannot be played in Standard. The only way to obtain this card is through the crafting system now. Information below has been kept to be historically accurate.
Historical Info
Old Murk-Eye was a reward from the quest Mrglglglgl!, which requires you to unlock all of the Murlocs in the Basic and Expert card sets. There is a Golden version of the card that is also available through a different quest, Golden Mrglglglglgl!, which requires you to collect all the Golden Murlocs in the Basic and Classic card sets.
You only need to have one of each Murloc for quest completion and not two. Below is a list of the Murlocs required for both achievements, and how you can obtain them.
- Bluegill Warrior
- Normal: Complete the tutorial.
- Golden: Reach level 53 & 54 with the Paladin class.
- Grimscale Oracle
- Normal: Complete the tutorial.
- Golden: Reach level 53 & 54 with the Warlock class.
- Murloc Raider
- Normal: Complete the tutorial.
- Golden: Reach level 51 & 52 with the Priest class.
- Murloc Tidehunter
- Normal: Complete the tutorial.
- Golden: Reach level 53 & 54 with the Rogue class.
- Coldlight Oracle
- Normal: Expert Card Packs or by Crafting for
100 Arcane Dust. - Golden: Expert Card Packs or by Crafting for 800 Arcane Dust.
- Coldlight Seer
- Normal: Expert Card Packs or by Crafting for 100 Arcane Dust.
- Golden: Expert Card Packs or by Crafting for 800 Arcane Dust.
- Murloc Tidecaller
- Normal: Expert Card Packs or by Crafting for 100 Arcane Dust.
- Golden: Expert Card Packs or by Crafting for 800 Arcane Dust.
- Murloc Warleader
- Normal: Expert Card Packs or by Crafting for 400 Arcane Dust.
- Golden: Expert Card Packs or by Crafting for 1600 Arcane Dust.

Posted Feb 19, 2019 (Level Up Nerf)Sadly, I don't think so :( I have all Basic Murloc cards and haven't unlocked this in my crafting. I can't find it anywhere, which is a pain in the arse as it would really complete my Paladin Murloc deck :(
EDIT: Ignore... I found him! You can't find him in Crafting unless you're editing a Wild Deck as Crafting is automated to craft Standard cards only. Hope this helps!! He costs 1600 dust to make.

I started playing a few months after the shift to standard and was really bummed when i found out there used to be free cards that are now unavailable except through crafting.

Posted Oct 26, 2016 (Yogg Nerf)Just crafted the last two murlocs(Murloc Warleader) I was missing after 2 years of playing hearthstone as I remember he was part of a reward quest...Boy am I regretting this decision now....
On the bright side with the new update on them I am pretty sure I am going to get some value out this decision from the next expansion...at least I hope I will.

Posted Aug 15, 2016 (Karazhan)You can't craft Old Murk-Eye anymore because of the new Wild Format. He rotated out and he is not part of a quest anymore. Which is sad, because takes several thousand games to get all the golden murlocs and I would like to see a Golden Murk-Eye someday. Sadly, it's not to be.
