Interesting post! I think every HS player has giggled nervously opening a legendary card just to sigh in disappointment of the card itself.
Imo, Lord Jaraxxus is the craziest card in all of HS. If I had him I would force fit (is that a word?) him into every single deck.. Warlock, Hunter, Priest, Murloc, Gnome, Protos, you name it...
If all legendary cards are good, you need to craft all of them for the classes you play. It sucks when you get one that's not viable for you, but not feeling the pressure of *needing* 3 legendaries every expansion is nice too.

yes it is horrible when you open unplayable legendaries or epics, but of course the flip side that if all of them were fantastic the cost of the game goes waaaay up.

An awful lot of the 'Crap' Legendary Cards in that list have seen play at some point. Hell, I'm trying to use Harbinger Celestia in every deck at the moment. Because I can.
And Lord J was a cornerstone of HandLock waaaay back. And he will probably see play again once Bloodreaver Gul'dan rotates.
There are very few plain shit Legendary Cards. Even Duskfallen Aviana will have a home in the future. Don't forget that DK Rexxar was seen as a joke early on, until Blizzard decided to print some juicy new Beasts for his Zompool.
And how does one go about stopping crap Legendaries? Remember way back in GvG, when everyone though Troggzor the Earthinator was going to be a meta staple and Dr. Boom was going to be garbage? You can't always predict whose effect is going to work out. When legitimately interesting high-value cards like Malacrass and Jaraxxus are making your list, what's the parameter to prevent them from being bad? Should every Legendary just be an overstatted beatstick or have Charge? That would guarantee a large number would see play, but man would that be boring.
Cry more, what I can tell. If some cards are not played much does not mean that they are useless.
I would be happy to get that Hex Lord Malacrass myself, looks like a fun card.

I miss those times. You put all best stats and some spells in the deck and just valuetraded resources all the way. Or went Unleash Hunter for turn 4 lethal. That worked too.
Anyway, at the beginning even cards like Nozdormu added into the deck could make you win the game simply because of the effect. Now those are niche because Blizzard needs people to buy packs. But that's freakin normal, we want more content so new content have to be a little better than old one.
Do all of them have to be autoinclude? No. Back in old days, HS was just the game. You played with what you had, not with netdecked stuff to win more. Of course, people wanted to get legend and meta stabilized after a while. Still, there were more options to play just for fun since there wasn't as much answers as there are now. Some archetypes couldn't be counter by some decks at all! Now you can just tech all way in.
I am still hoping for true casual mode that will just ban cards for a week or two and will force people to experiment with "crappy" cards.
PS: To be absolutely honest, I do not recall the game when The Beast was played without summoning it from random effect, so there is that :)

Essentially legendaries that Blizzard created as either failed memes, or to balance evolve/transform mechanics should not exist. They should be buffed.
But there is nothing wrong with legendaries that are bad for competitive constructed play but either suitable for memey fun, niche and rare board states, or arena. You open these in a pack you have to suck it up, it's a CCG after all.
Many of those are not Crap, just not being usted because there is not a viable archetype for them. And that is the true problem, the small pool of viable decks.
They have their uses. When you're noob like me and have a limited number of legendaries, you find creative ways. Heck, Face Collector won me a match during the current Tavern Brawl - top decked it on turn 10 or 11 (yes the match went that long... like I said, my card collection is limited, and my opponent's deck was mediocre too) and was able to fill the board with 1/1s and filled my hand with legendary cards. I'm sure there are times and uses for all of them. The sad fact is that the meta is so restricted to a few overused legendary cards that you "have to have" to compete, like DK Jaina, DK Rexxar, Baku, Genn, Zilliax, etc. Those of us who don't have these have to find creative uses for what we do have.
You lost all credibility when you included Deathwing, Cairne and Jaraxxus in your list. How long have you been playing? All three of these cards have been meta-defining at one point or another.

Its needed for money purposes and balance. A person that splashes 200 bucks aint getting all the best legendaries so it evens out with a f2p. I have a f2p account that gor the past 3 exp has been getting better card pulls in comparison with ky main account
A lot of the listed "crap" legendaries aren't really crap they just aren't seeing play *right now* I remember when fatigue/mill rogue was super popular King Mukla was a MUST HAVE for that deck because it helped fill your opponents hand to burn more cards and it was a cheap body. Cairn was really recently a good legendary when all the death rattle decks were popular. Hadronox was considered one of the crappiest of all legendaries until the right set of cards came along then it became an almost overpowered legendary then was subsequently put back into the not played category when they got rid of all the good mana accelerators. I am pretty sure Jaraxxasus is still a very good card to have specially in wild warlock decks.
Also for some of the other "bad cards" you mentioned they are super fun to have for brawls and I really enjoy playing them in non competitive ways. You are only whining about competitive ladder here specifically. Gruul is a fun card to drop down in the current brawlesium because he starts growing right away. 2/2 on your opponents turn and a 3/3 by the time he can attack. They better kill it or it will get out of control.
Consider this: If all legendaries were awesome opens and build around material for good decks, this game would be even more insanely expensive to keep up with. Right now, each expansion has maybe round 5 or so must craft legendaries, and keeping up requires a fair bit of luck and dust. Now, if every class legendary was essential for playing the class, a loooot more dust would be required to keep up..

id rather there be more crappy legendaries. The problem I see is that there are too many GOOD legendaries. Legendaries are rare and expensive to craft, so it's better for less of them to be viable and overpowered (which there are many examples of *cough* *cough* Bloodreaver Gul'Dan, Prince Keleseth) Not to mention legendaries that aren't necessarily OVERPOWERED, but are mandatory to play half of the decks like literally every paladin legendary. They should come up with a new rarity type that you could only put 1 in your deck for balance reasons, but cost like 100 dust instead of 1600. They did that in shadowverse. Blizzard would never do that though because all they care about now is money. I don't blame them though. There's nothing wrong with them as a business money-grubbing people because they're currently going through a crisis and had to do massive layoffs.
