Why are some cards harder to get than others? Simply because they will make more money if some cards are harder to get. But here's what I think: Why have any other rarities besides legendary and common? Legendaries are the only ones you can only have one of, so it makes sense that they are rarer, even though I don't agree with that either. But having rares and epics just means that there's alot of cards that don't get used because people don't get them and they're still relatively expensive to craft.
I think it would be better to just have common and Legendary rarities.
You could still have the Legendary rarity, and it not be any easier to get those, but everything else be common. You would still have to spend alot to get these legendaries, but all the other cards would be more easily accessible.
If there were no rarities, I would (and others aswell) be able to play fun decks and try new things.. instead of just focusing on what you can barely craft with the little dust you have.
However, its for the money. Rarities = buy more packs

Opening a pack guarantees a rare card, which to some people, is a source of satisfaction and distinction from other cards. Having this distinction on which cards you have that are harder to obtain in a pack is what keeps people coming back, because they may strike lucky on their next try.
It would be nice if we had a system like Magic where there were "Legendary" cards without being of Legendary rarity. I wish we could have some existing Legendaries be able to be Epic or Rare, etc. I think Rarities are necessary, yet not Legendary as a rarity. Just rename it, then have some Legendaries stay as it and others become Epics.
I could go into any number of reasons why it's stupid (arena, rarity relating to effect, having cards that are worth more dust reduces the grind to get value cards like legendaries, how getting nothing but worthless cards and hyper rare cards feels bad, etc), but really...
Why the hell would you change that now? It's worked well this entire time, changing it makes no sense.
Most of the good cards end up being rares and commons anyways. Epics usually have weird effects and end up being shitty. Think Mini Mage, Sudden Genesis, and Bestial Wrath.

As for replay value, if you have all the cards, that doesn't decrease replay value at all if its' a good game. There are sites that let you play yugioh for free with all the cards, and that never gets old, because there's so many things you can do with all the cards.
Guys, there is something called arena. What if you could draft epics like common? 5 primordial glyph? Cabalist tome on every run? Old lightbomb or new dragonfire potion?
I wouldn't want to face all those epic on arena. That would be just too broken.
Just think about your value trades behind taunt and you get pyroblast on your face two times in a row.
It's one of those things that might be more convenient, but we'd probably find to be less fun and Blizzard would probably make more legendaries per set to make up for it profit-wise.
If you ask why less fun, think of every time you open a pack and it's 4 commons and a rare. Now imagine that that's every pack unless you get a legendary. Plus, you'd have to open far more packs to get enough dust for a legendary.
On top of that, you'd quickly get into situations where new players have 90% of cards in a set, but the rest of it grows at glacial speed.
How dull would it be if 19/20 packs just had 5 commons? Not to mention the fact that, thematically, different rarities generally have different kinds of effects, which adds a lot of flavor to the game. I like it the way it is

Sure those levels sucks, everything would be easier if there was only common / rare / legendary but Hearthstone is the money machine and so it's certainly going to stay.
At least, not every epic card is better than every common card, that would have been horrible.

As for replay value, if you have all the cards, that doesn't decrease replay value at all if its' a good game. There are sites that let you play yugioh for free with all the cards, and that never gets old, because there's so many things you can do with all the cards.
To craft Epic u need 400 dust, to craft Common u need 40 dust. U get 40 dust on average from a pack (if u dust all). Do the math, how much would pack purchases dropped if there were no Rare and Epic rarities? Simple as that. Argument, that ppl would still buy the same amount of packs to get legendaries is a BIG exaggeration.
Not to mention it would completely butcher any semblance of arena balance.

If you still need legendaries to make good decks, in quantities that would generate the same amount of money for Blizzard, how is that any better than the current system?
You as a player would still have to spend the same amount of time, money, gold and/or dust to create a competitive deck.
It does not take that long to collect all the rares you need from a set, even as a free player. But I'll just go ahead and add that free players are not the audience Blizzard wants to make happy. In fact, they want you to be slightly unhappy with your collection so you'll actually spend some cash on packs.

Legendaries would be unobtainable other than packs though. Thats 320 commons per legendary
It's a digital collectable card game. Part of the fun is supposed to be filling ones collection, and the thrill of discovering a rare card.
"Rare" and "epic" also make some cards feel more special and gives extra incentive to try to find them.
