Uhm... No, it doesn't. a 4/2 body isn't even that bad for a 3 mana card. It's just 1 health below the standard. Obviously there are better cards to play, but if u have a deck with a lot of spell damage, then this card is excellent. The only problem is that no competitive decks exist that try to use as much spellpower as possible. Maybe in the future though.
You're just wrong, the standard for a 3 drop is 7 points worth of stats, so you're already behind 1 point, so the way you have to read this card is +1 Attack /+2 HP if you have a Spellpower and suddenly this card is even less interesting than it appears.
10 stats for 3 mana is insane, even though the distribution isn't perfect. It's a huge threat on the board when you can play it on turn 3 with the effect. I don't see why you say it's bad. Yes, it isn't great, but it certainly isn't bad either.
It isn't great = It won't be played = it's bad.
There is a a lot of cards that aren't "great" that see play now because they synergize well in the decks they are in.
This is not the kind of synergy you're looking for, Spell Damage minions, the ones that are played are played because they are good, you're not going to play more Spell Damage minions to make this mediocre card work.

You don't find it interesting and that is cool, but telling other people that the card they are discussing isn't worth discussing and hence discussing the card is waaaay more counter productive than just discussing the card.

The two most played Azure Drake and Bloodmage are played most commonly in rogue the deck that requires and benefits from spell damage the most. This card is not something that syncs up at all with the benefits of playing Spell Power minions and that besides the abysmal benefit you actually get for playing it is why it's not good. Maylgos? are you kidding me, if you're playing Malygos your intention is to kill your opponent with Spells, not play slightly above average minions.

Can't see priest running this, they have so many 3-drops as is. Even Dark Cultist is barely seeing play.
All in all, this looks like a shaman card to me, since Azure Drake is a staple for them, and they have the easiest access to spell damage via their Hero Power.
This card actually excites me a little more than most of the previous ones. I've always felt like +spell damage is an ability that has a lot of potential but has been overlooked because those cards don't usually fit into any of the viable deck archatypes (aside from Thalnos). My only gripe though is the 4hp. People don't really want more atk, they want more hp and we already have the 3/4 Spider Tank. So it's hard for me to imagine people will be willing to jump through hoops for a situational 6/4 with no tribe when there's a 3/4 with tribe and no drawback.
I'm ok with this card, but I'm still waiting to see something that will make me glad I pre-ordered the 50pk. Because right now to be honest, I'm getting disturbed that I may have spent my money a little too quickly.
So Spider Tank's 3/4 stats are amazing, but Master of Ceremonies 6/4 stats are garbage. Makes sense. Kappa
Spider Tanks stats really aren't amazing anymore. They're the new baseline for 3 drops. This card has a horrendous activation mechanic and the dream scenario for this card isn't even that good because of its 4 health.
Until Blizzard mechanically changes Hearthstone outside of adding new cards, cards with good baseline stats that always have an immediate effect or synergy will be taken over pile-of-stat cards like this with crap activations and no immediate effects.
Feel like this won't see much play when looking at Blood Knight which hardly sees any play even though it has better stats and can get rid of your opponent's divine shields.

Dalaran mage might even be usable with this card.
ogre magi comes good too, as it was almost viable before gvg and piloted shredder.
