With all the agro decks out there now Hogger should have a place. It at least burns a Flamestrike , Fireball , Swipe , Hex...... the list goes on. Given enough turns Hogger can single-handly carry. In almost any control deck Hogger should have a place.
Hogger is just too slow and expensive. By turn 6, a Face Hunter should have killed you already, or at least gotten close enough that all they need is a couple Quick Shots to finish you off. Meanwhile, Patron Warrior is kicking back and enjoying your 2/2 gnolls as fuel for the combo machine. A Mech Mage will probably dominate the board by turn 6, meaning they just need to throw a mechwarper and a piloted shredder at you to clean up Hogger without losing board presence. The only aggro deck Hogger performs well against is Zoolock. If you're facing too much madhouse zoo at your rank you might want to tech in Hogger, but against any other sort of aggro he's not that useful.
I recently retried him in Ramp Druid. It's great if you can Ramp him out early, if you can't you're better off playing one of the better six mana Legendaries.

If he spawned 3/3's instead of 2/2 I'd use him (many people probably would) in this meta as a fuck you to patron; but Hogger is not actually that great a counter to aggro. Yes he is potentially infinite taunts if he lives, but aggro decks all include ways of bypassing taunt and doing direct damage, and with how low his stats are, he dies to just about anything that breaks through the first taunt. This coupled with the fact that if aggro hasn't "won" by your 6th they probably aren't going to win makes Hogger pretty lackluster vs aggro.
Where Hogger really shines is vs midrange/control where he is, quite simply, a painful card to deal with. These decks don't tend to swarm the board enough to break through and kill a Hogger (assuming you yourself had some sort of board before playing him) and thus he can force out precious removal from your opponent, normally with little to no tempo loss on your side. If they don't have removal for him then you basically win the game there as a 2/2 can block a 4/6 or an 8/8 or a 12/12 just as well as a 3/2.
But this meta actually sees a lot of board presence, stickiness, and tempo in the more control and midrange decks than it us too; and, as he his bad vs aggro (a too little too late card in that matchup), there's no good reason to run him.
I have been playing a Master of Disguise + Hogger deck that I saw someone post here on hearthpwn and I made a few changes to it but it has been pretty effective. When you stealth Hogger he becomes pretty impossible to deal with for many of the current decks. The only problem is that the 2/2s aren't good against GP warrior and can be wiped pretty easily by a number of AoE options. However if you play him smartly after they have used their AoEs it is GG.
This way the enemy has to kill the 2/2, then can attempt to kill emperor (good choice) or hogger (bad choice) but if they don't anage to kill the emperor they have to deal with more 2/2's. best played on an empty board and against a class with fewer large damage spells/hard removal
Frost Nova Hogger combo mage? I dunno. I feel like it's a fine card that just needs too much support to really be consistent. Could be great if you somehow make it far enough in a game against aggro, but...
Actually had a mage of all classes drop one on me last night. It's too expensive for what it does and people generally have more hard removal than what they did before. Sadly blizzard is lazy and won't alter cards. Reducing this to 5 would make it much more playable but not the sludge of 5. A true token deck after future expansions has always been a dream of mine.

Forget meta, I dont see it in casual mode too, I picked it once in Arena and it didn't survive a turn.
