This is the same Pirate package as Token Shamans, it's not really about Pirate synergy, it's about thinning your deck and, in Rexxars case, having a high tempo early play and board pressure.

I don't think it'll be broken, but you cannot underestimate an ability like this. There are a few cards similar to this in Gwent, Donar being the main one, and he is very very strong. Donor has the upside of Lock (silence) too, so he's not bad if you remove a mediocre Bronze from your opponent, more often than not he pulls key cards out and heavily influences a match.
Gwent is very different from Hearthstone of course, but the effect is still powerful.

The basic Dragon Priest shell is there, so there's no reason it shouldn't work (Drak OP is that good).
What's interesting is the lower curve inclusions of 2x Curious Glimmerroot, Kabal Talonpriest and Golakka Crawler.
A much lower curve overall, might be a little stronger against Murloc Paladins.
