Im tired of this kind of effect as its never really that good, but the taunt makes it not completely worthless on play. I dont believe legendary quality is really that great at the rotation, so we will have to see if this can work somewhere.
With the random effect and lack of synergy with things warlocky, I think this should be a neutral legendary. And another think - it would have more chance of play if it did not wreck your deck, just the hand transformation would be better.
Finally, a Legendary minion generator that I like! Making this a Warlock card was a good idea, since their Hero Power ensures they can draw a lot of the cards they generate.

This card goes in decks where you want to kill your opponent by turn 7. When that doesn't work, Rafaam converts the deck from aggro to tempo and enables wins where otherwise you'd concede.
There is seemingly too many people around here that never played the golden monkey.
Firstly, zoolock always prevails, he will never die off. He is losing Doomguard, Dreadlord and probably the whole healing package because 0 mana 3 3 goes to wild soon. So next generation of zoolock will probably become yet again the swarmy style with a lot of tokens. There is this 1 mana card that destroys your minion and buffs the whole board by +1/+1 which is insane for that deck. That being said zoolock will probably have most of his deck below 3 mana which might, just might allow this card to make the cut so that when you don't finish off your opponent you have the possibility to turn your 1drops into a high impact late game legendaries.
Secondly, and more likely, if Controlock makes it to the next expansion you will think about putting this into your deck because it allows you to withstand aggro if you make it to the turn 7 but more importantly the card also allows you to exchange your tech cards, bad cards, or simply useless cards against control matchups for that matter.
Very versatile card. It brings to me some sweet nostalgia when i used to play Elise, although we still have this effect in standard through Marins chest treasure and overall it's such a cool effect. 5/5 Blizzard

With the game changing so much, I can imagine a world where Elise Starseeker all in one card is not bad again. Just not sure about it being a Warlock card. If it was a Warrior legendary, I'd probably rate it higher.

This card is very strong simply because of the synergies that exist as others have stated with Hakkar. It means if Warlock gets other control tools, we will see this as the top end.
I am not so sure about Zoolock. I do think it has value with regards to being behind on the board. If zoo lock loses the board, top decking a 1 mana 3/2 is not going to help you win or take back the board. Top decking a legendary could and will turn the board around if you have the right one.
Imagine zoo lock is in top deck mode, but they played Rafaam. You flood the board on the other side, hoping to push for the quick win next turn. They draw Deathwing and clear your board. Now that is a game changer.
I think if zoo lock is willing to put in 1 throw away card in their deck to help with terrible match ups, this card can turn it around.
This card is going to be the next DK for Warlock, meaning it will probably be in all Warlock decks going forward.

Depends what zoo looks like after the rotation. Current builds play close to 20 1-drops so this would ring pretty true, but back when KoFT came out and we still had all the demon support from Karazhan and Gadgetzan (Malchezaar’s Imp, Bloodfury Potion, Crystalweaver) they were all playing Lich King and Bloodreaver Gul’dan. It’s all going to be about what the curve looks like with the new (and previously ignored) cards.

Kinda bad but totally worth a golden craft for all them purdy golden legs!
The body is very strong. Getting full hand and deck of Millhouse Manastorms is even stronger
