Hagatha the Witch a T1 legendary? T3 maybe, but probably not.
Why would you say that? It clearly says in the OP you should back your suggestions for changes up with decklists, metareports, statistics or at the least strong reasoning and experience with the card/class/archetype...
One thing I would argue regarding Hagatha is that the played winrate of this card is very low. It's somewhat odd as this is an auto-include in Even Shaman and yet the three most popular decks (according to HS replay) Hagatha is dead last in terms of played winrate with a percentage around 37 - 38%. So it seems like it drags the deck down to be honest. I think a case could be made for it to be Tier 2 / 3, I think it's bizarre it's in most Even Shaman decks personally.
I've suddenly found fun in playing a shaman now. I can spare some dust on a legendary but only one, which is - Hagatha the Witch for lategame survival or Al'Akir the Windlord for Corpsetaker synergy?
I'm looking at crafting Baron G, Lich King, and Hagatha for Big-Spell Mage and Even Shaman. I don't need any of these to get to rank 5 Wild, which is my aim for the month, so would it be sensible to wait until the new expansion is out and see what that brings? I mainly ladder in Wild, but still play Standard for fun which is why I want to craft the cards in question. Due to the power level of the cards, are they likely to remain relevant/used after the new expansion drops?

However, there are not really any successful even-shaman decks that do NOT run her, so she stays in Tier 1 until they arrive.

TLK should be as safe as any legendary for a good body and high versatility. If you want to play any deck where he fits, craft him!
I'm working toward a Zoo Warlock deck in one of my regions and was trying to figure out which legendary I should prioritise. For me Keleseth appears to boost the win rate across the board whereas Leeroy is THE finisher. Personally I'd lean toward Keleseth, but he's only got 9 months left in rotation now.
Hello) I would lake to suggest promoting Reno and Kazakus to Tier 1 and Chillmaw getting down to Tier 5. Reasoning behind is this:
Reno currently enables 4 viable Reno decks (Tier 1-Renolock,Tier 2-Reno Mage,Reno Hunter and some builds of Reno Priest) and 1 semiviable (Tier 3 Reno Battlecry Shaman) which pretty much affects Wild meta. As a card it enables deckbuilding strategy which rewards you with full heal and it is one of the longest living Wild legendaries. When it is played it impacts game pretty hard as any Tier 1 legendary
Kazakus is one of the most flexible cards ever printed. Second reason after Reno to play Highlander decks. His potions are impactfull on the game. Basically a third wincondtion of Highlander decks after N'Zoth and DK's.
^Both of them are really defining Highlander decks and when they're played, they are increasing a winrate of the decks.
Now Chilmaww: I haven't faced this card in a years and reasoning behind is this: Weak statline for 7 mana. Deathrattle effect is just useless. 3 dmg AOE that late in the game is useless because even Midrange decks like Even Shaman or Dragon OTK Priest might already kill you. Im not even mentioning the fact that most successfull Dragon decks are midrane/tempo oriented so hitting your board hit with 3 dmg and therefore helping your opponent is really not beneficial. It literally sees zero play and utillity and I doubt it will ever see.

The reason why Reno Jackson and Kazakus are in tier 2 is that their winrates are not that great at higher levels compared to other legendaries. The issue is the same as with them is that they weaken your decks if do not draw them, and there are some very punishing tempo/midrange decks as well as OTK control in Wild.
They might belong in tier 1 for their defining nature and high power level, though. It is a dilemma!
As for Chillmaw, the card is actually doing quite fine despite to how you describe him. I can see him doing work vs Pirate decks, Shaman and Odd rogue, for example. The problem is that the sample sizes are very low: you can play hours a day in Wild without seeing any of the tier 4-5 legendaries, so it is hard to make sensible recommendations.

Greenskin is in a tempo rogue right now as well I believe. I don't think it's essential though.

keleseth is better, because you can replace leeroy with doomguards.

Soggoth the Slitherer should be with WOG cards, not with MSG
