Leeroy Jenkins + Shadow of Death + Stowaway would make an absolutely brutal turn 9-10 curve that could deal 18 damage with only 3 cards; in a best case, it would be an otk if you play leeroy and shadow on turn 9 and stowaway + three Cold Blood/Eviscerate with your remaining 5 mana.
So Albatross was created to counter both Highlander decks and this card as well. I could see the dev team realizing that without any counters to highlander decks or this card, you were going to have a metagame that was nothing than high tempo and combo decks without any ability to interact with your opponent.
Now, this card without the obvious expansion counters, is incredibly powerful.
This is 2 mana 4/4 with an Arcane Intellect attached (as others have pointed out). But as we have already seem, Rogue has tons of ways of adding copies of cards to their own decks, whether its spells, minions or random cards in general.
The OTK potential or TTK means that this card will see play in any combo deck at all. The scheme card alone means you can always get 2 copies of the card you shuffled in.
For me, this is going to allow me to play my Quest Rogue Tess deck with the ability to draw my copies of Tess every single game when I need it. Or get extreme tempo from a Espionage card.
This card seems both for fun and competitive play.

A 4/4 for 4 that draws 2 cards is just great.
Requires a tiny bit of setup, but playing Academic Espionage or Waxadred or Baleful Banker or Lab Recruiter isn't too hard.

So there are many potential to be good or pretty meme, overall I like that card!
*I'm not sure if your side of board works with Physic Scream since these minions already start on your deck.
