It's hard to say exactly how good this card will end up being but in a vacuum, I think it's already pretty good and I believe will almost certainly see at least some play in constructed.
I've seen Tortollan Shellraiser be compared to Oasis Snapjaw and I'm not entirely sure why. If Oasis Snapjaw had taunt built in, then I could see the comparison being valid but since it doesn't, it's just not a good idea to try and compare the two.
PROS:
Pretty good stat distribution for a taunt on Turn 4.
Solid synergies (Priest quest, N'Zoth and potentially more).
Okay against aggro (it's not enough but a good start).
Decent deathrattle effect.
CONS:
Only 2 attack. There's lots of minions he won't kill, even in aggro decks.
Deathrattle requires board presence. Alone on the board, arguably worse than Sen'jin Shieldmasta.
4 mana cost. Lots of competition in Priest for that slot.
Pretty slow card at 4 mana, especially against super aggro.
I feel that this is a good card. I also feel he's meta-defining. I don't think a card needs to be amazing to help define the meta. Tar Creeper and Tortollan Shellraiser are a great showing that Blizzard is actively trying to give players the tools to help combat the super aggro dominance that we've seen for so long now and I hope we'll see more. I'm holding out hope that we'll see some solid 1 and 2 drops as well that help fulfill this role. Tortollan Shellraiser is a good start to help priests, but it's not nearly enough yet. I voted Playable.
As people have already said, it's a very meh card. Quite boring indeed. At that mana cost, it won't see play and it's quite weak. Ok maybe it'll be possible to include it in a Nzoth meme deck, but that's about it.
Good card. Now we need another taunt+deathrattle for 3 mana or less and the questpriest will be viable.
I think Priest better needs a viable 2-drop with decent stats like around 2/3-2/4 for board control, to replace the 2/4 Taunt. It doesn't need to have crazy effects.
It's okay. Decent for N'Zoth and Quest decks. Probably won't be played elsewhere. Since it has Taunt the Deathrattle ability will probably happen since it'll usually be the first minion to die.

Even in standard nzoth priest with the new quest should be fairly strong. We already have some solid DR cards in standard. My hope is blizz produces enough DR cards in JOG that highlander/DR priest can be competitive on standard.
A taunt DR card is the right steps to making that happen. I withhold my excitement though.

N'zoth priest is a thing and makes good use of high health minions. It also wanted a card like this. Sad for hunter, but it makes sense.

I don't know man I think they add this card to fill void that will appear for Priest after rotation I don't think that it is for supporting N'zoth Priest archetype. All good cards that Priest can use with N'zoth rotates out such as Chillmaw and Sylvanas.
Excellent synergy with a N'Zoth Kazakus Quest Priest.
It'd be wonderful to see N'Zoth played consistently again.
I miss control games where the swing is a single Legendary minion played, rather than just having bullshit board clears from Kazakus and infinite ginormous Jade Golems.
I'm not sure 2-attack is going to be meaningful enough, but the rest of the card is great. Works well with the new Quest, and lets you have an on-curve target for Bishop or Kabal Talonpriest + Hero Power.
People keep complaining about Priest getting the identity of playing fat-bottomed minions and how it's boring, but I think it's cool they're promoting proactive playstyles and hope we actually see some more of these to replace Dragon Priest as the Priest Midrange variant. N'Zoth Priest is potentially making a strong comeback, and that's sick.

I think i like this card, but i am not completely sure. I do like that is has a decent amount of health which can be healed or buffed to make it survive longer. At the same time though, if you keep it alive then the deathrattle is dormant lol. Look forward to more priest cards.
I'm really torn on this one to be honest. I can picture an aggro meta like pirates where this is an auto-include must run but I can also see it as being no better than Senjin because of the lower power and poor ability to impact the board. I feel like the deathrattle benefit is pointless beyond synergies with the quest and MORE IMPORTANTLY N'zoth. Any DR minion with Taunt is super appealing to N'Zoth strategies.
So the card has potential but it may not be realized. We'll see.

Priest Feast has +1attack, and soft taunt with an effect that aggro cant ignore. Its better in every way. Priest really didnt need a 4 drop.
Definitely good with that crazy deathrattle quest, but not that good otherwise especially with Bloodhoof Brave.
I heard you can run more than 1 card that costs a certain mana.
