I'm currently playing at level 3 and I'm going nuts! I've been encountering legend level players at an infuriating rate. 13 of my last 31 games have been against legend players and I lost 10 of those games.
I'm currently on a losing streak of 4 games and still 2 of them were against legends, including my last one.
So basically after 3 loses, the matchmaking system still pitted my against a legend player.
How can I even have fun at this moment? I don't mind losing, it's part of the game. But right now I'm clearly playing against players that outmatch me.

There's actually not much difference in skill level between players at rank 3 and dumpster legend. Sounds to me like you are psyching yourself out as soon as you see you are facing a legend ranked player.
Players at legend are not just better players because they are legend rank.
After watching of plenty of games from streams I've seen horrendous players that have made such stupid players before it made you wonder how they got to that rank. All legend is is a time grind after picking a solid deck, or making your own, and being mostly familiar with it and common match-ups.
As for the constant legend players at rank 3? I'm not sure. There have been bugs before where players have constantly gotten lower rank players frequently when at legend (Not talking dumpster ranks even). Maybe that is it?
You need to keep in mind that, if the ladder is rigged against you, it means it's rigged in favor of someone else. Blizzard doesn't have a reason to favor one player over another, and even if they did, there wouldn't be a way to rig the matches to reliably target desired players on such a way that its undetectable in big data. If there's no observable pattern in a 1000+ game sample, it means the bias doesn't exist
Legend players will play outside of other legend players if there aren't enough legend players online to match them up against or if they go on a losing streak. So that's NOT broken if your seeing them at rank 3. People have even seen them at rank 20!
As a never-legend in the same boat, I can agree with how frustrating it seems. "The fuck, game, I'm R3 trash and you're putting me against legends?! WHAT DID I DO TO DESERVE THIS FA-".. oh.. I beat them!
As others have said, trash tier Legends are no better than you on paper. It's all algorithm driven. If you keep hitting these losses, it's super easy to get tilted. Even if you're not the type to be. It's hard not to get stressed out when you're so damned close to legend, and then slide back. I've rage thrown my phone more than once. (Generally at forgiving surfaces. Still, thank gods for you, good quality case!)
Take a breath between matches, win or lose. Analyze your mistakes. Analyze how much the deck match-up played into your win or loss. Make sure you're still focused. Make sure you've still got the time to finish the match if it runs long. Then go again. You and I will both make it with enough time and effort, friend-o. Good luck!

Facing dumpster legend players means that they reached legend with either a good deck grinding it out and now they play meme decks or which is more likely is that they just reached it with a good deck but with a lot of time meaning the game perceives them as a lvl 3 or 4 player and thats why u face them. U lose cause of bad deck clash like a shudderwock wins with eyes closed a big spell mage AND u are getting tilted by seeing legend rank and ur focus is disabled for that match
I’m legend rank but I’ve been trying some meme decks as of late because there is nothing higher than legend. You won’t get anyone trying meme decks at rank 3! I’ve thrown many legend games away so hopefully we will face each other and I’ll help you out ;)
Ladder is actually broken. This is a known bug that has come up recently and is recorded in r/hearthstone and r/CompetitiveHS. It's actually quite a big deal, not only for players trying to reach legend but grinders trying to up their legend rank for points as well, as matching down with scrubs results in a tiny rank gain for a win and massive rank down for a loss. It's not just dumpster legend players being affected either; high legend people are often matching with rank 1-2 players too. If you don't remember, this is the same issue we had when they implemented the changes to end of season rank placements.

You are wrong, matchmaking is broken and getting out of dumpster is very frustrating and difficult at the moment. Something has changed. I'm consistently falling through the legend ranks (currently 4000) despite a good winrate because I'm only facing rank 3 opponents which means I fall about 300 ranks for a loss and only gain 10 for a win.
I've experienced the same crap. What doesn't make sense is that you face legend players at rank 3 but you don't face rank 1 players, so why? They really need to fix it.

Just because they are Legenddoes not mean for a second that they are good.
85% of the time their deck carried them to where they are or used some Botting program to get their (Lots of reports on Botting has been happening recently; more than the usual) .
All you need to do is forget Rank. And, play how you’d optimally pilot the deck and collect those Easy stars.

Rank 3 players always lose 1 star for a loss and gain 1 star for a win regardless of who they play. Legend players lose a bunch of ranks for a loss and gain a tiny amount for a win if they face rank 3. I'm not saying its great for either group but it does make climbing out of Legend dumpster almost impossible at the moment.
Happened to me too multiple times. And it was not always a dumpster Legend (Legend #60ish last time)...
It's true it's not an autoloss and you have to keep head cold and focus on picking the best moves, it's true I won a few of these games (and they felt sooo good), but I still knew I was battling way out of my normal level, and was pretty salty the numerous times I lost...
Now, the bug is known for a few Months and I've read some fix is expected sometime in July. Finger crossed...

You are wrong, matchmaking is broken and getting out of dumpster is very frustrating and difficult at the moment. Something has changed. The issue isn't related to queue time.

Like previously mentioned, your mental state could have a lot to do with it.
Maybe switch to a deck that is easier to pilot and therefore less to go wrong (in theory at least)
I wish you luck with hitting legend anyway. (this your first time?)
