Duskbreaker is the most overrated card of the set.
Yes, as an individual card it holds fantastic value, but it really isn't going to define the meta in my opinion.
1. Dragon Priest decks as of right now are more midrange and focus on the power of Cobalt Scalebane and Drakonid Operative. Dragon Control Priest's biggest downfall is that it can't beat Razakus Priest and that if you integrate Razakus and Dragons into one deck Dragon activation is inconsistent whereas the current Dragon Midrange deck isn't necessarily contingent on the presence of a Dragon in your hand because of cards like Kabal Talonpriest and Potion of Madness which can dictate the early game. Duskbreaker doesn't fit the model of the current Dragon Priest deck that enjoys the most success in general because:
It's a 4 mana 3/3 on turn 4, terrible for Tempo by itself unless you have an empty board and your opponent is also playing some kind of Tempo deck
It destroys your own board, Midrange decks seek to push Tempo, never ever good if you're winning the game
You have to have a Dragon in your hand for it to even be useful at all which really isn't a given
2. To re-hash an earlier made point, Dragon Control Priest's biggest issue is that it loses to Razakus Priest. With the introduction of Psychic Scream I feel like this issue is only going to be worsened. One of the biggest reasons why Dragon Control Priest could beat Razakus Priest was because Dragonfire Potion only does damage to cards that AREN'T Dragons and therefore sometimes can't be used as an out. However, now that we have a board clear that wipes the board regardless of the tribe of the card, Razakus Priest enjoys EVEN more of an advantage over Dragon Control Priest than it once did.
Therefore, I feel that Duskbreaker isn't meta-defining, and while it is a very good card, I feel that it is only that, very good. I personally feel like Kobold Librarian has more potential to be meta-defining in the future because it always wins the resource war.

Well you’re completely wrong about dragon priest being unable to beat razakas.. I played dragon priest with inner fire combo and had a 73% winrate in that matchup. So yea.
Psychic scream will screw over a lot of decks including dragon priest but yea razakas get wrecked by me and the dragon inner fire. East legend last season due to the decks favour against razakas and big or jade druids. Adding dusk breaker gives more consistency vs aggro. So I’m not sure where you got the opinion of dragon priest not doing well against razakas..played a lot of noobs I guess?
So, basicly, this card does not fit current meta and/or decks so it is not that good...
I see your point but Dragon Priest is strong 💪🏻; I am sure this card will define the meta as it is a zoo / token / agro hard counter, the same way Quest Rogue defines the first part of UnGoro even if it wasn’t the more common deck.
I agree that duskbreaker is going to be very good but it won’t be meta defining razakus priest with out dragons will just be better as an option for priest and with the edition of psychic scream it’s just going to make razakus priest a better option when building a priest deck.
I can't tell if it's going to be a meta-defining card but I can easily tell that it's going to be annoying as hell for non-priest players. I didn't like to see my opponent play Drakonid Operative and I probably won't like this either.

yes, a vanilla 3/3 for 4 mana is terrible...which is why this isn't a vanilla card but one with a powerful AoE. It's a Hellfire strapped to a body, which, considering Hellfire is a pretty good card, already makes it good.
Saying that it's bad because on an empty board it does nothing is just fucking stupid. That's like saying Flamestrike is an awful card because it's a dead card when the enemy doesn't have a board.
The point of the card and why it is strong is the fact that you can play it to clear the board and still be left with a body, which means TEMPO.
The point of this card is to make Dragon Priest stronger against decks that flood the board early. It measn that you won't hae to wait til turn 6 to get a good boardclear. It's basically another Twilight Guardian, but instead of being a taunt, that forces trades. it actively clears the board and leaves you with a body to recover tempo against decks that have a stronger opening.
Abyssal Enforcer is almost the same thing and is amazing in Warlock...and that thing costs 7-mana. If Warlock had a 4-mana hellfire + a minion it would be instantly included in every control deck.

In half your matchups this is 4 mana 3/3 take control of the game. Vs tempo or aggro this is the biggest temp swing in the meta.. I think that’s what he means

Yes, machine gun priests can give you serious trouble in the late game, but most of my losses came from rogue tempo nonsense (they were EVERYWHERE below rank 5 last month) and them just blasting me before dragonfire was even an option. Duskbreaker is the perfect answer to this (e.g. patches + southsea captain are killed) and that alone makes it valuable.
Also, you are treating duskbreaker like a tempo card and assuming that you have to play it on curve. This is a mistake. For example, sometimes, I'm going to play it on turn 10, after my opponent summons a board of demons and I need to kill the voidwalkers to make favorable trades with his larger demons; hell, I see a very real chance of using it WITH dragonfire to nuke a large jade board (or lich king) for 9, only 3 of which hits my side to set up a kill.
psychic scream seems like it's going to be the bane of every deck pretty much. I'm even thinking of trying to build something with as little minions as possible, just so I don't get screwed by it.
I have no idea what blizz were thinking giving an already broken class, more tools to be even more busted.... it's total insanity.
I am a big fan of rating cards as soon as we see them, despite some people say that it isn't worth the hassle because we don't know how the meta will shape. And that is true to some extent. Everyone who bashed Keleseth was absolutely right when the expansion was released in August. I crafted the card (I said it was bad myself, but I wanted to try it in Paladin) and it didn't work. Until the nerfs came and suddenly, everyone who said it was a good card was right.
My point is, that I think it is fun to talk about cards and how they will turn out and make predictions. But to discuss which card is the most overrated card is pretty difficult. Because we need to know how the cards perform to tell whether it actually was overrated. I mean, I clearly am of the opinion that Kingsbane is the most overrated card. It was an 40% meta-defining and very good, respectively, now it is on 35% and 38% I think. And i think the card is bad. but There is no point in discussing it here as well. There will be 20 different proposals and for every card there is someone who hsa the opposite opinion. And we can't convince them and we will know in 1-2 months which card that was rated good actually turned out to be underperforming.
Edit: As to Duskbreaker , I think that this card cannot be the most overrated card, because even if Dragon priest turns out to be not in the meta, the card itself is still good. Unlike other cards that are rated very high.

if you face nothing but tempo rogue, play a taunt heavy version of token druid, it absolutely annihilates it.

Even if you were somewhat right; Kingsbane, while less rated, is more overrated.
Even though she can provide Thicc value, I really think the Rogue legendary has been severely overrated.
