Elise the Trailblazer A 5/5 that eventually gives you five cards. Getting a "sealed" pack with higher rarity chances put into your deck is cool, and the shouting of the Innkeeper makes it all the more rewarding.
Living Mana is my pick, though that might be biased since I've played it the most. Right now it's only being used in Token decks but I feel like it could bleed over to another list since it's just pretty nuts to get that much board presence in one go.

However, I think Fire Fly could be objectively the "best designed" card in the set because it's used in so many different decks and it isn't OP on it's own.
tbh i really like all of them, with the little exception of the rogue quest (salty :P) and how some quests are not well designed in terms of task-reward, i feel how the devs put thought in every single card
even the 1 drops aren't oppressive - they are very flexible, but not meta-defining and i want to acknowledge kripp's opinion - the pack fillers don't seem to be that bad, in arena they can be quite ok or even good in some situations
that said - i will pick Hemet, Jungle Hunter, because he is a card, that makes you think out of the box
Tar Creeper. It's not busted because it can't push damage, but it has enormous impact on turn 3, sometimes trading 2 for 1 or even 3 for 1. Does it require skill to play? No, but I hardly think that's a necessary criterion for good design.
So what do you guys think is the best designed card of the Un'Goro expansion?
A well designed card is recognised by following conditions:
- Balanced (playable in constructed, but not broken)
- Fun
- Requiers some skill
- Can be played in multiple archetypes/decks
Some examples (in my opinion) from previous expansions includes Elise Starseeker, Doppelgangster and Mistress of Mixstures

Elise, Kalimos, Lyra that's all. Elise and Lyra bad with "Requiers some skill"
Primordial Glyph
Volcano. Looks great, feels great, playable in control shamans whilst not being OP.

Razorpetal Lasher and Stubborn Gastropod are my favorites.

Stonehill Defender, Eggnapper, all the Priest elementals, Dinomancy, Shadow Visions, Vinecleaver, Living Mana, and Curious Glimmerroot all jump to the top of my list.

Hmm, I would say some of my favorites are Swamp King Dred, Fire Plume's Heart, Earthen Scales, Dinomancy, Stubborn Gastropod (RIP Deathwing), Tar Creeper, Explore Un'Goro
Really happy with this expansion.
When I die, I want to go peacefully and in my sleep like my Grandpa. Not yelling and screaming like the passengers in his car.
Lyra the Sunshard, Curious Glimmerroot, Shadow Visions and Tar Creeper are up there with the best designed cards IMO.
Curious Glimmerroot fits all the criteria you listed
