Here is my take to rate most of the neutral minions. Hopefully it will help someone to improve in his Arena drafting.
0 Mana: Wisp This card is one of the worst ever and should never be picked. it does almost nothing and dies too fast
1 Mana: Argent Squire > Worgen Infiltrator > Abusive Sergeant > Elven Archer are the only decent options for 1 Mana Minions. The other cards should never be picked unless you have some specific synergies like Lightwarden with Priest or Shaman. Generally, 1 health Minions die too easy against most hero abilities, like Fireblast. Argent Squire is pretty strong if you have some buffs (Like Defender of Argus or Mark of the Wild). Worgen Infiltrator should be kept in stealth untill you can make a good trade against a 2 health Minion. Never reaveal it against a mage just to do 2 Damage because he can kill it for free.
This is obviously only my opinion, and in the end, you have to rate the cards depending on your own experience and playstyle. But hopefully I can help some new player with this.
So you say Mana Addict is good because it got a good combo in like 1 in 100 drafts? How often do you pick Mana Addict in your average arena and be happy about it?
Yes, Amani is quite good, aswell as the other enrage guys they synergise well with buffs. But you can't always count on having them, and then i'd rather have an Earthen Ring over an Raging Worgen, unless you play mage maybe.
I agree with you about mana addict but I can't agree with you about worgen. If they play a 1 drop or a non 3/2 2 drop and you play worgen, there is pretty good chance you are either getting a 2 for 1 because worgen is eating a creature than killing another or you are getting way ahead on tempo by killing an idiot and then hitting them for 4. There is also a reasonable chance that earthen ring will not even gain you health on turn 3. As far as actually casting either as you three drop there is much more value in a potential 2 for 1 or huge boost in tempo to potential life gain. You could argue that ring is better late game as they both will probably just trade anyway they both are very meh at that point anyway. Not to mention how many times your opponent has to waste a kill spell or their entire turn by using their 2/3 and their hero power to kill worgen immedietly because you cant just play your x/4 or less onto the field because worgen is just going to eat your small dude and your big one. If you honestly would rather see a worgen over a ringer on the other side of the table then you are insane.
I never said Worgen is bad, and I can see why most people like. It's definetly not wrong to pick it. But for me, all this theoretic good stuff never seems to work, because people play around it. But enough with it. This thread isn't do discuss about the Raging Worgen.
Interesting list, I disgaree with the finetuning here and there, but in general it reflects my preffered picking choices. Enragigng Worgen was already mentioned for its strenght. I would add Elven Archer as a pretty nice 1 drop. Definitely not something you just drop when you can, but there are tons of situations where a ping for 1 mana is really good.

It's a good list and the rankings are fairly close to where I'd put them. However, this doesn't help much for drafting because it's not often that you are choosing between cards that cost equal mana. You often have to decide between something like Amani Berserker, Mind Control Tech or Gnomish Inventor. However, if that's not what you're trying to focus on with the rankings then it's cool.
Great list! It'd be even better if it was arranged by rarity, so that you can evaluate the actual choices you may get in arena. Commons vs commons, rares vs rares, etc. I've been using the table from arena guide pinned to Lenor's signature. It has some mistakes (a couple of cards missing, 1 common labelled as rare iirc) and might be a bit outdated, but still provides a good base to apply your own judgement to.

2 Mana: Knife Juggler > Faerie Dragon > Mad Bomber > Acidic Swamp Ooze > Amani Berserker > Novice Engineer > Loot Hoarder > Dire Wolf Alpha > Youthful Brewmaster > Bluegill Warrior. Cards like Sunfury Protector, Bloodsail Raider, Wild Pyromancer or Kobold Geomancer can be really good if you have some synergies with them. The only really 'bad' cards in the 2 slot are: Frostwolf Grunt and Mana Addict.
3 Mana: Harvest Golem > Shattered Sun Cleric > Scarlet Crusader > Injured Blademaster > Jungle Panther > Flesheating Ghoul > Mind Control Tech > Imp Master > Emperor Cobra > Earthen Ring Farseer > Raging Worgen > Wolfrider > Blood Knight > Acolyte of Pain. The Big Game Hunter is a very powerful Card and should be picked if you have the chance, but you don't want to play it on turn 3 on nothing if possible. Demolisher can be strong, if you can protect it with like a Sen'jin Shieldmasta. Questing Adventurer rarely works, and new player generally overrate this card. Only pick it, if you have a low mana curve and can play lots of stuff on the same turn. Raid Leader can work, if you have a lot of small stuff already on the board. Bad 3 drops are: Dalaran Mage, Ironforge Rifleman, Silverback Patriarch, Magma Rager, Thrallmar Farseer, Tauren Warrior, and all Murlocs.
4 Mana: Defender of Argus > Chillwind Yeti > Dark Iron Dwarf > Sen'jin Shieldmasta > Spellbreaker > Cult Master > Twilight Drake > Ancient Brewmaster > Gnomish Inventor > Stormwind Knight > Dragonling Mechanic > Silvermoon Guardian > Oasis Snapjaw. The Twilight Drake can be really strong, if you have a slow deck or lots of card draw. But I prefer a consistent, unsilenceable Yeti over it. Violet Teacher is awesome and with a lot of spells in my deck, I'd pick it over the Yeti. Ogre Magi and Ancient Mage are decent if you need the spellpower. Dread Corsair is only good if you have a lot of weapons. Mogu'shan Warden is imo the worst 4 drop, but it can have some synergies with stuff like Flametongue Totem
5 Mana: Azure Drake > Faceless Manipulator > Venture Co. Mercenary > Silver Hand Knight > Stampeding Kodo > Stranglethorn Tiger > Spiteful Smith > Fen Creeper > Abomination > Stormpike Commando > Darkscale Healer. If you have many spells Gadgetzan Auctioneer is obviously really good and Frostwolf Warlord shines especially in a Shaman Deck. Gurubashi Berserker is only strong in a Mage or Priest deck, because it synergieses well with their hero power. Booty Bay Bodyguard is really not that good but the worst 5 drop is Nightblade.
6 & 7 Mana: Argent Commander > Sunwalker > Stormwind Champion > Boulderfist Ogre > War Golem > Frost Elemental > Reckless Rocketeer > Ravenholdt Assassin > Lord of the Arena > Archmage. Below average are: Core Hound, Windfury Harpy, Priestess of Elune.

You forgot Amani, which I would rate just below the Faerie dragon. The 2/3 croco is still very good,and I would pick over the Murloc, obviously.
You underrate Raging Worgen obviously, it shuts down all 2/x and can be boosted to ridiculous stats

Youthful Brewmaster is not very good by itself, but it is one of the most fun cards I know. Juggling creatures with battlecry is the best.
