Inspire Package:

Nexus-Champion Saraad, Kodorider and Confessor Paletress are the centerpiece of this deck and the reason you play it.   They provide incredible value when used at the right times, ideally combined with Raza's battlecry and Garrison Commander for maximum value and multiple inspire effects a turn.   You don't have a lot of big minions coming down late game with this deck, rather you're aiming to exploit the value these cards provide you instead.  That means you usually hold onto them until you're confident you can trigger them immediately and keep them on the board as long as possible.   Don't play these cards into threats, try to clear them first.

Board Clears:

Wild Pyromancer, Psychic Scream, Excavated Evil, Doomsayer, and Kazakus Potions allow you to clear wide boards to keep swarm decks in check.  It is important to use your cheap spells in a timely fashion for Pyromancer and select Kazakus potions wisely depending on the matchup.

Staying Alive:

Wisely using Kazakus for appropriately costed potions and effects that either clear minions or grant armor and Priest of the Feast also helps immensely.  Obviously Reno is crucial in aggro matchups and you always keep him on mulligan.

Mulligans:

Against aggro you're looking for Holy Smite, Reno, Potion of Madness, Wild Pyromancer, Spirit Lash, Doomsayer, Shadow Word: Pain and Kazakus.   

Is this deck tier 1? 

No.  It's probably tier 3 at best.  That said, this is indeed the best Inspire based deck I've ever played in constructed and if you want to exploit the Inspire mechanic, this is the best deck to achieve that.
