Unless you find the deck particularly fun to play, I don't think it's worth crafting. It is a pretty bad deck, and IMO it gets boring to play after a few games of getting your shit pushed in by any form of aggro deck.
Let me ask you this. Do you see a lot of Shudderwock shamans on ladder? If yes, he is probably a safe craft because he is winning enough games to warrant play on ladder. If no, then he is only seeing play because people think he is a fun card to play. In that case, fun is subjective and only you can decide if he is worth crafting. /thread
Apart from that, the card has a high power level. It might not see plays right now, but it could come later. And it is used in Wild as well.
I don't think this is a good general rule at all. A deck can be less popular and still be better in terms of potential win rate in the meta. There are other factors to take into account, such as how hard the deck is to play well, and how fast you can get games with it. A pretty easy example to consider is the beginning of the TGT meta, when Patron Warrior was by far the best deck in the game, and Secret Paladin was still way more popular.
That being said, I completely agree that shudderwock isn't a good deck at all.
Shudderwock is a fun card, in a similar way to after-nerf yogg. If you enjoy playing all sorts of small, kinda weak minions/other cards leading into one big minion that often enough just wins the game, then yeah Shudderwock is worth the craft. I personally got it in a pack, but I've enjoyed using the card enough to the point where I probably would have crafted it anyway.
Basically, if you want to successfully (and easily) ladder, no stay the hell away from the card for now. If you want to have a good time playing like a tier 2-3 deck, then I'd recommend making it.

No matter what, I believe it's a great card.
I don't know. Quest rogue is a WAY better deck, if you are facing a meta that consists basically only of slower decks, with maybe the odd aggro deck every 15 games. If you are in a control dominated meta, but still want to have a fighting chance against aggro, you can always just play something like OTK priest. Shudderwock is in an awkward spot of other decks just doing what it does much better. Obviously this could change if blizz buffed the deck, but I don't really expect them to, at least not willingly.
I would recommend Shudderwock if you like OTK and Combo decks. I play the version Kripp invented (without Lifedrinker) and I love the deck. Got around 50% Winrate against Odd Pala. overall I am around 55% Winrate in Legend and rank 5-1. So it's not like the deck is not competitive. But from rank 3 on I played Mind blas Priest, since it's a real big grind with such a slow deck with such small winrate. Good thing is, that almost every taunt druids a free win with Hex.

I have about 6000 dust, and was considering crafting a legendary. Is Shudderwock the way to go? I already have Genn Greymane, Baku the Mooneater, Lord Godfrey, Duskfallen Aviana, Azalina Soulthief, Blackhowl Gunspire, Darius Crowley, Houndmaster Shaw, Hagatha the Witch, and Lady in White.

I crafted both for the deck: Shudder and Grumble, a bit sorry for the 3200 dust, but it is fun, just like Yogg

The Shudderwock OTK is fun, but not viable in competitive.
There are some other Shaman decks that are more viable. But you need so other legendary cards.
