The battlecry is great, equip a 5/3 wepon + 5 life from lifesteal + 5 armor.
The hero power is bad, if you summon 4 2/2 minions and opponent cannot do anything you win anyway.
I could care less about the horsemen's effects, just upgrading the dudes to 2/2 is already nasty. In a way it's a pseudo Taunt, and in extreme late it could end the game vs heavy removal. Sooner or later there will be no answer.
It also would be a rather... interesting thing for a Priest to steal.
9 mana to gain 5 armor, deal 15 damage and heal for 15
VS
9 mana to gain 5 armor and one turn of Stealth.
Totally balanced.

Valeera gives you infinite card advantage that opens a lot of doors for OTK combos (3 cold bloods for example), whereas Uther gives you vanilla 2/2s. Ask yourself this, when was the last time you had all 4 totems as a Shaman? That's how often you'll get all horsemen.
Super strong just for the heal and weapon. Doesn't seem worth playing a crummy deck just to try to cheese out the hero power win. It's something for those late game/fatigue games control Paladin gets itself into that could steal a win or at least cause disruption in play patterns, and that's good enough.

its SO Strong, 3/5 Lifesteal Weapon is Amazing, + the win condition, if the game comes closer to fatigue, you will autowin, If you have a taunt and you opponent no boarclear, autowin

Couldnt you play this with two youthful brews and an ancient brew? Bounce 3 horseman back to your hand (assume they cost 1 or 2 mana ) then play 3 in one turn and if it works like Shaman hero power you are guaranteed the 4th one?

The hero power is basically just double the power it used to be, with the bizarre condition that if you somehow collect all four you win automatically, which will rarely happen. (You'll be snowballing and just win normally)

Summoning all four Shaman totems doesn't win the game, so there has been no motivation.

Unfortunately Skulking Geist makes OTK not possible.
Also it will only work against warrior/hunter/rogue/warlock because those classes don't have direct dmg on HP. (for now)
