Crafting a legendary solely from F2P packs (unless you get *extremely lucky*) would take like a good... a little over a month. To get a single legendary. (A pack a day, if we're generous, and then 40 dust per pack on average, and then 1600 dust per legendary. You're guaranteed a legendary in that time from the pity timer, but that's A LONG time.)
So we're "generous" but our pack gives the minimum amount of dust possible "on average"? Actual average per pack is around 100 dust.
And having done some calculation on my account, I've been playing hs for ~6 years(pure free to play) and own 220-ish disenchanatable legendary cards, that roughly translates in to 10 days per 1 legendary, not accounting for periods when I didn't play ( had multiple 1-6 months breaks) so it's even lower than 10 days per legendary, for this particular account.
And pity time guarantees legendary in 40 packs, yes. But actual expected average to open a legendary is 20 packs.

It’s based on character level but doesn’t take into account equipment and level of equipment and abilities. PvP is entirely based on what you spend, but it doesn’t matter anyway. There is already a meta comp/equip/abilities so less than a week from launch the main pay incentive mode is stagnating.

Basing on character level, the only attribute that can't be bought, puts the free player at the biggest possible disadvantage. You buy coins and matching based coins spent in comp would give you the evenest field. Levels are trivial to gain, not even half-way through the PvE content and have several level-maxxed characters.
Every game is time consuming if you are addicted to it. Luckily Mercs is not my thing, I just prefer to play HS ranked and save time for others games that are way more interesting (than Mercs). Besides, I spend money on HS ranked (only the 50$ Expansions bundles) that's enough!
Big difference, you can play heartstone literally without spending any money. You can reach legend with a budget deck, however there is no way to compete on mercenaries unless you spend crazy amount of money. There will be always someone willing to spend more than you do.

I still find Hearthstone's dust system significantly worse than Mercenaries' coin system.
And likely that 100 dust includes the legendary cards, and the epics. Both of which you probably don't have a full collection of. So unless you're disenchanting your epic and legendary cards (so trading something worth 400/1600 dust for 100/400 dust -- which is an awful return); you're usually getting 40 dust per pack.

This may be an extremely pessimistic way to think about life in general... but I totally feel the same way.
I would wager that most of the people who are actually making a difference in the world aren't playing a lot of video games. We need to accept who we are - and that's just cogs in the machine. I play video games to make myself feel better while I just float along... make a living, pay back debt, eat, sleep and (hopefully) do some things that make me feel happy for a while.
So, if playing a certain game feels endless, or meaningless... it's because it is! But if you have fun doing it, then it will never be "time wasted".
OP: Just do the thing that makes you the happiest. If grinding mercs isn't doing it for you, switch to something else that does. You have the freedom to choose that, at least.

Sure, there's some strategy there. Like I would put together a better comp than a 4 year old. But a 7 year old would probably figure out the same comp that everyone else did. So, like I said initially, there is some basic strategy that is immediately solvable.
I suppose whenever they nerf/buff/add mercs, it will take a day or two for people to figure out some new combos that they can grind with.

Your dismissive, patronizing tone and language aren't really enhancing your argument. It's still extremely obvious that you have not actually played the game at high ranks of PvP or even the harder Heroic PvE content, so you don't really know what you are talking about.

I've only spent 5 bucks on mercenaries (The welcome bundle that had 10 packs and a legendary). I've collected and leveled up completely F2P otherwise. As of today I'm only missing 1 legendary, Jaraxxus (And he's pretty shit anyways), other than that I have every rare, epic and legendary mercenary. Even at that point the bundle just gives 1 legendary and 10 packs, I just wanted to accelerate the process, but I mean I would still have 1 less legendary and probably like 1 less epic without the 10 packs anyways. You can't complain about the game being expensive if you're can't put in the hours for the grind either. I've played pretty much F2P since release and I have everything kinda (at least everything that's good).

I mean that's the same as in constructed lol. An expansion comes out, streamers and pro players realize what's good so people start playing mostly those decks cause they're good and they want to win. After the meta starts evolving and people (mostly good players) start finding better decks or better cards for the previously found decks. At some points the meta settles and maybe one or two new decks pop out until cards are either nerfed or we get new cards. How is this different than mercs?
At first we all realized that the Samuro + Xyrella combo was strong and people discovered BTX and from there the meta started to develop. After that it became a caster heavy meta, then Diablo + Cairne started to rise and brought speed comps, then green heavy comps to counter casters and now some mercs like Blink Fox, Voone and Gruul are starting to see a lot more play cause they can counter the most popular builds. All that in just 2 weeks lol.
Also what you're trying to say is RNG (random number generator). And I honestly don't think constructed is as deep as you think. Most people play the same decks, most of them have a pretty straight forward game plan. You look for the same cards to play your curve, most decks change very slightly from one match-up to another. The same is true for mercs, your comp usually has a defined opener and bench and this doesn't change too often but CAN change. There's also RNG regarding the speed of abilities, so even 2 players with the same team and all maxed mercs, if they played 100 games they wouldn't go exactly the same every game cause of speed 50/50s and you can also bring your bench in with different orders as well. Finally you're talking like deck building is super permisive but that's not true. You can build anything you want, you can build a deck with the most random cards you can think of, but it'll still be a shit deck and you'll get smacked. "nutty otk" streamer decks are a thing but they are also usually pretty terrible to the point they have to play an insane amount of games to pull it of. Again, How is this different to mercs? I'm pretty sure there are lots of people playing just bad comps that are maybe fun and have weird and unexpected synergies but keep getting smacked by the meta comps.

I even deleted the “legendary” quest to get the 2 merc packs in order to make space for the other dailies. The mode is a failure
If you have three slots filled with dailies, legendary quests overflow into empty fourth quest slot.
