Wohoo! I got through! Congratulations to everybody!
I want to jumpstart the discussion presenting some of the neutral cards I have already designed. However, I made a change that I don't know if it breaks the competition's rules. If I presented a neutral card as an epic in the previous phase, can I ower its rarity to rare for this one? I came up with a really strong concept that fits perfectly as an epic, but it is also a dragon and I don't want to clutter the rarity with the same tribe. Without further ado, my neutrals so far:
Chained Broodmother is based on the enslavement of Alexstrasza and later Karynaku by Zuluhed. He used the powers of the Demon Soul and his own to chained this powerful dragons, and force them to breed to create mounts for his Dragonmaw orcs. While this broodmother is "chained", she can't attack and will lay eggs, but once released with a silence effect she will no longer breed.
Doom Lord Kazzak is the commander of the Burning Legion's forces in Outland. As such, he leads his minions and oversees the battle, granting powerful boons to its troops. Meant as a situational card and a powerful Krul the Unshackled combo, he will otherwise be not very useful unless cheated out with Giant Anaconda, Barnes or Ancestor's Call.
Lantresor of the Blade is a half-breed, born of a draenei and orc pair, that fought its to end up becoming a very powerful blademaster and the leader of a mainly ogre clan. As such, he fights with reckless abandon, damaging everything that stands in his way but injuring himself too. As seen in this video: https://youtu.be/RX4r-kQUgYY ; if Lantresor attacks a 1-Health minion, the Whirlwind effect will trigger and kill the minion before the attack ends, and he will be able to attack again. This encourages strategy and careful thinking when using this card!
If anyone would like to, I would love a review of my Phase 1 submission, accessible from my signature! I would review theirs if they want to, obviously. Good luck to everyone :)
Imagining that this expansion is real and release. Doom Lord Kazzak is not a problem in Warlock. I don't worry about the wonky combo with Kruul, I worry about Miracle Rogue charging Arcane Giants into your face! Also, I understand your idea around Nether Drake, but the wording is rather weird in my opinion
Hmm, it's true that may be a problem. However, having the requirement of casting the full 12 spells and three cards in your hand when Leeroy Jenkins + Cold Blood*2 is so much easier to pull off makes me cautious. Any other combos I should be careful with?
Any suggestion for Nether Drakes wording is well received!
In the mean time, here are some Neutrals I have. I don't have all of them, but I'm posting the ones I have currently.
Common:
(yes, I do realize Void Defender has a typo. I have no idea how I did that, or how I didn't notice)
Rare:
Epic:
Legendary:
Skalvar's Tokens
Pheran's Tokens
Notes:
Pheran cannot give you the class that you currently are (for example, Pheran will never offer your "New Class: Priest" if you're a Priest).
It will also change all class cards in your hand to your chosen class, even ones from classes that aren't your own. In the event that you choose a class and you have a class card in your hand from that class, that card will be changed (unless you're lucky enough to get the same card).
Before anyone says anything, I do realize that I've focused too heavily on Void Orbs. The keyword itself seems disadvantageous for how this competition is sorted, which I did not realize until I already submitted my entry.

I have already designed the prototype of all my cards, but I will release them here bit by bit, so it is easier for you to give me your feedback please give me feedback ;-;
Who is unaware of my expansion, The Critters Carnival:
THE CRITTERS CARNIVAL
The theme expansion are Tribes (e.g. Beasts) and how they interact not only with themselves, but with each other as well. So don't expect Murlocs that only works Murlocs nor Dragons that only work with Dragons. This idea was inspired on The Curator mechanic. New tribes will also be introduced.
A NEW MECHANIC!
So, how does this mechanic work? Well, X is replaced with a tribe. Let's suppose I play a Dragon with Dragon Exhibit, if I control no other dragon, the ability will activate. Unlike battlecry, Exhibit triggers after the minion is played, so they can affect themselves.
SHOW ME WHAT YOU GOT!
Imp-irate - If you're playing against Pirates and draw this card, it is likely to be summoned for free! As tech-related cards aren't common in class cards, I've chosen to make it a ordinary card, a simple 3/2 with Stealth.
Warribbit Commander - This card is a nod to the once mighty Warsong Commander. If played on a board without Murlocs, it will gain charge, as will Murlocs played after it. Such ability can see too powerful, but the restriction of having to play it on a board without Murlocs makes up for the ability, furthermore Warrior won't receive any more Murlocs (I don't want to create a Murloc+Pirate aggro abomination).
Enchanted Sheep - I really like this card conceptually, this poor sheep serves as bait for a Dragon. Which will be summoned faster after the sheep is devoured. It also is a Beast with Dragon interaction.
Mad Ape Corp. Representative - At a first glance this card seems crazy powerful, but in order for his ability to trigger you have to play on a board without any Beasts, which is not the standard for any Hunter decks around. I reckon this restriction makes the card properly balanced.
TOKEN (Mad Ape):
What is Hearthstone without some nice pop culture reference every now and then? Making a nod to Steve Irwin, this Legendary minion has potential to shine in this expansion, lots of Beasts around!
I thought it is really flavorful. The Hydra, the mythtical creature that has to be slain cautiously, for when you cut one of its heads, to will grow back to replace the one decapitaded. I've made lots of different versions of it, trying to find the one with the best Cost + Stats. I ended up with a 7-Mana 6/5, do you think this is OK?
I really like this card as it is right now. Not sure if the Token has the optimal text, but I think is quite clear.
And now, the one giving me balace nightmares pun intented and the one I am the more unconfident about: Eranikus
Wohoo! I got through! Congratulations to everybody!

Hey, I think your set was probably the best of the various 'outland' submissions. And honestly, that kick ass font in the banner really sells it.
You've set a tone immediately with that picture and text. We're headed to the outer fringes, extreme environments, things are going to get intense. There was another Outland set that took the exact opposite tone, the 'Rebuilding Outland' set. I hope that guy made it through, interesting contrast in theme and mechanics between your two sets.
And MAN, those are some intense cards. Doom Lord Kazzak scares me. It's neutral, it can be played in combination with any card in HS. Surely there is something insane that can be accomplished with this? Some kind of infinite wisp/buff combo? I want to believe. It's a card that requires a lot of due diligence on your end. Look hard for broken combos, you can't just say 'its 9 mana, you can't combo', look deep.
Unleash is also an INTENSE mechanic, with a well chosen name. I worry about it's power too, but I'm sure you can balance it is. It's less extreme than the Patches effect anyway. Coilfang Myrimidon is a powerful card, and a good place to start with the mechanic. I wonder if cards should ever be cheaper in their unleash cost? Also, it's not a mechanic that treats all classes equally. Shaman has obvious synergy with their 2 health totems, making the unleash trigger easier to accomplish. Cards like Tentacle of N'zoth find new uses, while effects like Baron Geddon become a liability. Decks like Freeze Mage and Mill Rogue have the least use for this kind of effect.
Unleash needs a counterpart. Something to get at the alien nature of your setting, the 'Beyond' part. Unleash captures the wild, the 'Storm'. Now you need a mysterious mechanic, something enigmatic or hidden, something unpredictable, random, a 'ITS ALIVE!!!' kind of mechanic.
Thanks a lot for the feedback and the kind words! Yeah, I wanted my expansion to feel really extravagant, with dangerous and outlandish places and a bit of humor here and there. I'll have to think about your suggestion, I felt really pumped with your description.
Doom Lord Kazzak is looking a bit dangerous right now, after someone mentioned the Arcane Giants combo. I'm feeling like it should probably be 10 mana. I really like the ominous presence it presents, like "Oh god, Kazzak is here, they are going to smash my face in", while having a very narrow margin for combo. I don't really want to nerf it much more without totally changing its effect because of that. If someone sees some broken combo I could use some advice on how to handle it. Right now, however, I feel like Alexstrasza -> Doom Lord Kazzak + double giants is not very different from other two turn kills.
I don't really now what you mean with unleash and the shaman class. However, the rest of your assessment is what I was looking for. It is a very powerful mechanic, but I will try to be careful with it. There are many cards with unleash costs greater than their own, it depends on the card's nature, but I felt like Coilfang Myrmidon was very interesting this way. If you ever want to play it proactively, though, it will be overcosted. My intention with the card in general is to make things more interactive, even when a super combo is approaching. Those archetypes you mention maybe don't like it, but there will be other things :)
Any words on my other legendary, Lantresor? I feel like it's a very interesting card, and powerful. I am biased, though.
Regarding your expansion, Dragonspiral, I like the general theme, but you may be setting up for a very specific theme. It centers around dragons, but you haven't showed us anything else. The war and story behind it is interesting and new, and sets the mood, but I guess there won't be only dragons in it. Shifting the focus to some other part of your expansion, maybe the undead allies of Galakrond or the taurens and elves helping this expansion's Ysera, would have benefitted the submission.
Your mechanics are cool, but I also think dragonhold is unnecessary or a gimmick to fit more text in a card. We don't have Elemental echo or Primalist for elemental and beast synergies. I would keep the wording as it is and simplify the cards you were planning with it so that the text is not too long. Dragongrave is also something so specific that it doesn't look like it needs a keyword. Something like "Summon all Priest Dragons that died this game" would be perfect for Alexstrasza Lifebinder, which is a really cool card otherwise. An N'Zoth, the Corruptor[card] for [card]Drakonid Operatives! I understand that you created these keywords to highlight the Dragon focus of this expansion, but I would try to move away from these and try to create something that could last for other expansions.
The other parts of your expansion are solid. Paradox is cool and simple, a stronger Battlecry that occurs only once per card pair. Double tribes are something that I've always envisioned for something like Cookie the pirate-murloc chef, but your take on the different kinds of dragons is original and interesting. I think this is one of the things that causes the monotheme of your expansion, however, but I'd keep it because I really like it.
Voidwyrm looks useful, but as I said I'd change it to "Add a copy of a Dragon that died this game to your hand". This way you could add discard synergy, and make it add a dead or discarded dragon to your hand!
Infinite Drake is promising, but I don't know if I'd change its stats. Compared to Polluted Hoarder, it is strictly better, and a dragon too. I don't whether to count its paradox as an advantage or disadvantage, though. It may end up being unplayable because you want to play other, more impactful, cards in the late game. It is interesting nevertheless.
Cherry Dragon is balanced, simple and fits very well with druid's themes. A very well designed card!
I look forward to seeing your neutral cards, it looks promising!
Okay, so I don't have a lot of cards made, but I just want to check up on what you guys think about this legendary.
Also, would including both her and Highborne Azshara be a bad idea? I mean, we've already gotten alternate versions of existing cards, so it should be ok? Edit: Him as well:
Any words on my other legendary, Lantresor? I feel like it's a very interesting card, and powerful. I am biased, though.
I dig the flavor of Lantresor. If you had to put a Blademaster into Hearrthstone it would have that effect. However I don't know if 1 damage aoe is enough. Maybe "...deal 2 damage to all other minions." would be better. On turn 7 and higher 2 damage aoe is ok and he really doesn't need to damage himself imo.
Its pretty similar to Baron Geddon. Which is a useful card, but not a centerpiece for a deck. He works well in all sorts of control warrior decks though, and I could see Lantresor having similar niche.
I knew you would make it! If you need any help, I'm here! Turns out Azsuna is VERY close to Dalaran as of this moment, and because both of us are doing expansions that are spell-themed, I'm obligated to help you because of lore reasons. :P
Man, I did not realize the competition would be ramping up this fast. I don't know if I'll have time to make all of my neutrals in 10 days, because I'm really busy.
Woohoo! Onto round 2. I better get going, I haven't done many neutrals yet D:
@ShadowsOfSense, I notice you said 38 went through but actually 39 did. Was #39 a wild card? (or was there a tie somewhere?) just curious :P
edit: also, can you confirm that banners are allowed at the top of submissions moving forward? :)
Banners are allowed, so long as their reasonably sized. 39 went through because... I believe it was 35-39 were tied? No Wild Cards have been given (yet) but I might give one out, not sure yet. I'll need to look through all the submissions again.

Well, I used the fact that it damages itself to balance its power against 1-Health minions and curved boards in general. Imagine a board with a Loot Hoarder, a Sorcerer's Apprentice and an Arcanologist. Lantresor can attack the Hoarder, killing it with the whirlwind effect and get to attack again. The end result would be a board with a 5/4 Lantresor and 5 damage to the opponent's face. If it wouldn't damage itself, I would have to lower its Health to 5 or something like it. I also wanted it to combo with effects that activate when a friendly minion is damaged, like Rampage, of which I will introduce more this expansion. I'd see him in Control Warrior, Stealth Rogue and Enrage Warrior, if my cards are capable of pushing this decks enough :D
A 2 damage AoE would be really powerful though, and I'd have to lower its stats a lot to justify it.
Okay, so I don't have a lot of cards made, but I just want to check up on what you guys think about this legendary.
Also, would including both her and Highborne Azshara be a bad idea? I mean, we've already gotten alternate versions of existing cards, so it should be ok? Edit: Him as well:
As a wielder of Sharas'Dal in WoW, I really like how you introduced it here. However, I think having both Azshara and the weapon give Spell Damage may be a bit too samey, and this card could become a better Malygos. In spite of this, I think they are different enough, and this one is more flexible and better in decks not entirely focused on a OTK like WotOG's MalyDruid, along with having a humbler top end. I could see a funky Azshara Warrior with an absurd OTK, mixing Sharas'Dal, Upgrade! and Heroic Strike or similar, and it sounds fun as hell.
On the other hand, I don't really like Farondis. He has a lot of flavor, but the fact that the spirits are permanents and can't be played around makes for a boring and uninteractive strategy. Something like cheap 1-Health minions + Farondis + Whirlwind -> Armor Up! ad infinitum doesn't sound too healthy for the game.
Okay, so I don't have a lot of cards made, but I just want to check up on what you guys think about this legendary.
Also, would including both her and Highborne Azshara be a bad idea? I mean, we've already gotten alternate versions of existing cards, so it should be ok? Edit: Him as well:
Azshara Tide Queen - So its slower and weaker than Malygos, with the exception being you can keep the spell damage a bit longer. Its an interesting concept but not at all original feeling.
Prince Farondis - On the flip side, this is a very original idea, but I don't like how the minions are permanent. It looks abusable for your opponent to effectively turn your board into specters, which will deal 6 damage to them, and leave only on minion slot for you. Not saying theyll take up all 6 slots before you kill farondis, but this is the type of card that will backfire almost all the time, even with the poke damage. I'd say make the spectres temporary. Maybe for like 2 turns?
Thanks for your votes on Servitors of the Loa! I'm so happy because I can share with you my new cards in this Phase II! Here's a teaser. As always feedback is welcomed!

Don't really like Prince Farondis because he ends up filling your board with no possible way to empty it out. It's effect can also be EXTREMELY powerful and snowbally if you manage to get enough friendly minions to die, with no way to stop it once its out. In addition, you also limit your minion count from this, as it can lock out quite a few of your board spaces.

Keyword refresher:
Image is a placeholder. My worry is, would this be too strong in a Beast Druid deck? The ability to spam tokens, along with access to cheap beasts, and the Choose One Druids are invariably beasts gives me worries. With an opening hand of Innervate, Stampeding Talbuk and 2 Enchanted Ravens, you could fill the board with 2/2's by turn 3. Then a Savage Roar gives lethal (14+14+2).
I'll start offering feedback tomorrow, but right now I'm going to sleep. Hopefully now I can stop keeping myself awake thinking of Talbuks.

Thanks to everyone's feedback, I've done some reworking of my neutral legendary.
Anachronos now costs 1 less. I've also reduced the cost of the three dragons as well.
Eranikus will now give you Dream Cards when you play him and when he dies.
Azuregos will now reduce the cost of spells in your hand by 1.
Vaelastrasz will now deal 6 damage.
I'm hoping these changes will improve the flexibility and viability of Anachronos.
