Change their effect to “while this is in your hand, upgrade your hero power if your deck only has odd/even cost cards.” Also, like quests, they would automatically start in your hand. So not only do they take up a card slot in your hand, they are unplayable, and they hinder your mulligan.

I know this is a joke (or I hope it is at least), but that isn't really true for many classes. I played Even Shaman in wild before I switched over to Reno Dragon Priest and climbed to legend. As an Even Shaman you can't just throw away cards and get carried by your upgraded hero power alone, especially against actual intelligent control players. Losing a card as an even Shaman, probably Odd Rogue since they basically lose when running out of cards too, is quite costly to the success of the deck.
Most of meta decks are odd/even. Both baku and genn were designed to be "restricting mechanics" but those meta decks have proven to be too effective to be cost-restricted decks. That IS a problem indeed.
The only problematic hero power is paladins because how wide they can go in the early game even having been nerfed they have a ridiculous winrate odd warrior might seem a bit too powerful but back in tgt fatigue warrior gained just as much armor Odd mage is fine imo, even shaman is dead and even paladin doesn't seem like its figured itself out i don't run into much even warlock but they don't seem too good when they don't play giant on 3 odd rogue was a problem but i haven't seen one in months so i guess they just died out
Oh and blizzard only nerfs support cards you think they would give us dust from nerfing a legendary? HAha no.
99% of the time I would agree with you, but they got way too many complains about these two, I am certain that they will be nerfed to the ground just before rotation.

This. So much this. Mostly paladin & warrior effects that may need a re-consideration. The effect and execution of Baku and Genn is otherwise acceptable.

The problem with Odd Warrior is that it cannibalises other Control decks. You can't beat Odd Warrior unless you run the most greediest Control Priest . Even if all combo decks disappeared tomorrow, you won't be able to play Control decks besides Odd Warrior because of that hero power.
Nerfing would be fairly easy I think. There are many ways...one would be to make it so the hero power is upgraded via an activation card that enters your hand at the beginning of the game (assuming the criteria is met) and it costs 1 or 2 mana. That way it at least takes an early game turn away from the player.

Not a bad idea, but I don't think they are that much of a problem
Again, this idea breaks every single early game odd/even deck which is basicly all decks but Odd Warrior and maybe even Paladin.
