The reasons why I think the card is bad (lots of you gonna disagree) :
1) This is an aggressive card. You tend to freeze minions when you want to kill the opponent in 1-2 turns. And Journey to Ungoro seems to be the 1st expansion which doesnt support aggro.
2) Yes, its a cheap elemental, but elemental decks seem to be midrange/control-type decks. Do you really want a 1mana 2-1 in those decks?
3) We already have this effect on Frost Elemental, which is a card that has never seen play (Im not sure it will see play with the elemental tag either) . The 'Battlecry: Freeze an enemy minion' text tend to worth around 0.75-1mana, in which case the body itself is only a 0mana 2-1, which is a slightly better Wisp.
4) The card is not good when played on turn 1, what are you going to freeze? The enemy's 2-1?
5) The card is ever worse when played later. Then, its around the powerlevel of Freezing Potion.
Rebuttals
1) It's actually pretty frustrating to control vs aggro when your stuff is frozen
2) It's versatile, and even control decks find good use for 1 drops, they help stop the early bleeding if your opponent has a strong opener.
3) Frost Elementals are a prime choice in arena and as 6 drops go but we always had Sylvanas Windrunner in constructed but that's going to the hall of fame. Also the more freeze affects you have in your deck the stronger they are since you can reliably freeze.
4) freezing a 2/1 isn't so bad it forces them to hero power your 2/1 and they fall behind on tempo.

Freezing Potion is terrible. Why? Because cards=resources, and freezing an enemy is simply not worth the cost of a card, even with the synergies you talk about.
Instead, you should compare with Frostbolt, which is an excellent spell finding it's way into every mage deck. However, the vanilla version 3-damage for 2, Darkbomb and the worse upside Quick Shot are also playable. Ice Lance, though, is only playable in burn-decks looking for the 4 extra damage, which tells me freezing an enemy is worth maybe 1/4 mana. Also consider the Kazakus potions, the freezing ones are very rarely the ones you look for, they stall, but do not affect the board.
@DMaster2 Obviously you dont know what you are talking about. 2/1s with an upside for 1 mana are powerful. Leper Gnome and Abusive Sargeant were very popular in constructed. It is correct that 1health minions are usually not good because they can be killed by some classes without even using a card. This One can prevent rogues and druids from doing so. It will see play!
The 1 mana card suffers 0 stat loss for the ability. Whereas the 6 mana card loses 1,5 mana worth of stats.
Because fuck Control or midrange. Aggro-stone only has 1 archetype.
Aggro will not be dominating in the Ungoro meta (too many good taunts, pirate counters), so this card wont be seen to be played aggressively. And in control decks, I'd rather have Frost Elemental than this (which also got the elemental tag now).

Nothing amazing, but it ain't bad at all.
Another reason why Ice Lance was removed. Design space/scaling.
This is a very good card.
Freezing a minion for a turn should not be underestimated.
I think this is why Ice Lance is being taken out of standard.
