Inconsistent with new rogue legendary. This one says "non-rogue" and that one just says "from another class". Makes a difference only if you somehow steal it as a non-rogue class, but it still bogs me

Well, they fixed that in Witchwood. The card shown here is the unupdated version, now it changes things depending on their class, which I'll note is relevant if you play it while you're Jaraxxus or a DK, and possible Ragnaros. Playing my Burgle Rogue deck, after turning into DK Gul'Dan it didn't buff my Warlock cards. I couldn't see if it buffed my Rogue cards since I only had Shadowsteps, but I assume it would.

Guess I am blind, because I have been playing with this card in Witchwood

Priest stole two of them from my rogue, it looks like the battlecry listed here is wrong; in game it said something like "If you're holding non-rogue cards, reduce their cost by 2"

The text is for karazhan launch. It is what you said they changed it with the murloc changes. They did this cause of renounce warlock and priest im pretty sure

sounds cool but im afraid this type of deck would be too slow to actually become viable

first you need to get cards from your opponents class, then you need to play peddle and then you can finally abuse the reduced cost. sounds like too much work for unreliable results

is this card worthless in the rogue mirror? looks like it

Although Ethereal Peddler's 5/6 body is fine a mirror match is still pretty horrible if you are playing a deck built around generating cards from your opponent's class. You ultimately end up getting random cards you could have just put in your deck anyway.

Its a good card, but is midrange rogue good?
