This card could be used in mill decks, I'd compare it to Elite Tauren Chieftain
If anything it's more comparable to Coldlight Oracle or better yet Grove Tender. Drawing both you and your opponent cards. Same mana cost and the same effect as you both "draw" cards, but yes I see the comparison to ETC because it just gives you a card without thinning your deck. Also mill mage will most likely not work since the only really viable mill deck is rogue because it has such an aggressive play style for being a "slower" archetype. Fatigue mage on the other hand focuses on elongating the game while both healing and removing threats, this would probably be more viable in a fatigue deck and not a mill deck. I know some people don't really separate the two types of decks apart but I would like to think that they are different enough to classify them separately.

So it's a a cheaper 1/2 Nerfarin 1/2 mechanical yeti, and 1/2 ummmm unstable portal (except spells)

Pretty cool card, seems fun. And I really don't think the card is bad.
First, stats are awesome. No one here seemed to mention this so far, but this is basically a Spider Tank - mech + effect, which would already make this card a good arena card even with a zero value effect.
But this effect has not zero value. In the right deck, it is actually very good! If you have minions that trigger effects when you cast spells (Flamewaker), the spell will be extra useful (even if it is a horrible one), and if you have a Sorcerer's Apprentice on board, the spell you get will cost less than your enemy's.
Think about playing this on a tempo mage against a face hunter. Of course the face hunter can get a kill command, but the chance is super small, compared to a spell he won't be able to use effectively. On the other hand, you will be using this spell to trigger 2 random damage, possibly trigger Archmage Antonidas, etc. It is a huge value, and on top of a 3/4.
I'm pretty confident when people play around with it they will see this card is actually OP.
The problem is that in arena, your goal is to win at least 10 more games than you lose, so drafting anything with a chance to lose you the game is a bad idea.
Something like "shuffle a random spell into your deck" would have been balanced enough for a class card, not RNG for both sides and giving your opponent a potential flamestrike. I suppose Mage is pretty powerful in arena right now, so this will nerf them slightly by lessening the chance of getting powerful cards.
Battlecry: give to you opponent a Flamestrike
This is basically a double edge sword. It can help but it can also be a liability depending on RNGesus.
i.e: Your opponent getting MC or Pyroblast.
This guy doesn't look like 3\4. More like 2\2.
What does that mean?
Spellslinger gives us all the real possibility to play the so criticized Ball of Spiders. 3:)

I'm glad this card isn't good enough to find a home in most constructed decks. I hate all the high variance cards they are introducing in this new expansion.
You're basically playing a card that could give you a 0 value Deadly Poison and your opponent a game winning Pyroblast... I really can't think of any reason why you would want to play this.
OK, so you've given the worst case scenario - switch that around. Bam, reason to play it.
Really solid 3-drop, with a potentially game changing effect. If this card only gave the person who played this card a spell, it would be auto-included in Tempo Mage probably in an instant. So as it stands, this card is pretty damn good.
