I made a HS Champion selection during the promotion for the free packs prior to the championship and within the timelines designated by Blizzard and after packs were issued...I never received any packs so I contacted customer service. Below is there response...

After taking a look into this I tried to see if I could verify that your account participated in the promotion but I was unable to verify this, without that we are unable to send the packs as they have already been sent out. I am sorry for any inconvenience this may cause.
Thank you for your time Paul. Should you need further assistance with anything else please let us know, otherwise have a great rest of your week.

At this point is there anything anyone would recommend doing since Blizzard is pretty much washing their hands and blowing me off. Do I pursue this further or assume the position?
To further the insult...I actually selected Pavel to win. I would think the least they could do is give me a pack for my trouble and then wash their hands...it's the equivalent of 40 dust to keep a customer happy.
I've clicked on that link and I'm logged into my Blizzard account and there's no where on the page that says if I made a selection or not...at least not that I noticed. I really did go to their page and chose a champion while logged in and before the selection period became closed...I'm not just working them for a free pack or two. I know I clicked on making a selection...I was there...I watched myself click on it on their web site...if their web site can't retain my selection...I shouldn't be dismissed by them for that. I even made chat with a friend in the chat window discussing who we were going to pick and I told my friend who I was going to pick in Blizzard chat as well...which I know they have access to as well.

I can still see very clearly pretty much right away who i picked, so it must not have correctly registered your pick. I think you have no choice, but to just give up and deal with it.
Where does it indicate who you picked? All I see is a recap of who played and who won in each bracket with links to watch video or post to social media etc.

I'm contending that some fluke actually did happen, because I really did click on making a selection and I find it rather convenient that Blizzard can't verify my selection...especially since I picked Pavel to win.

Nope just one account. Where does it indicate who I picked? You mentioned that you can see who you picked...where on the web page does it reveal that info?
Right below the "Watch Stream" button. If you're not logged in, it won't show anything there. If you did choose someone (and it correctly registered your vote), you'd definitely not miss it. It's very much up in your face (with a picture of the champion you chose and everything).

That's so convenient for Blizzard...that it somehow glitched after I chose Pavel.
Although I understand you feel cheated, I don't think your attitude is very helpful. From our perspective you were unlucky due to some glitch, which I'd guess might be due to unstable internet. Why does it need to be Blizzard's fault? The fact that you thought you voted isn't enough, you might as well be lying. If you're not, then that's sad. Possibly you can ask blizz about the convo you claimed to have had with your friend, but I think you're out of luck and just gotta deal with it. Try and think from Bliz perspective. They can't just start giving random people claiming they voted for Pavel 12 packs, or hand out a free pack for someone that claimed to have voted. That doesn't make much sense either.

Why does it need to be Blizzard's fault? Because I'm not a newb when it comes to using the internet. I've been using the internet longer than most people on this site have been alive. I think I'm capable of recognizing if I clicked on something or not. And I'm not trying to scam Blizzard out of a few free packs. I really don't need them, but if I really did pick Pavel...why shouldn't I be rewarded for it??? I realize it's my word against theirs, but in this case...I am telling the truth and not trying to milk them for freebies. I've been playing HS since beta and have opened 508 packs (yes, I actually count everyone on a spreadsheet) so I don't need the packs...its the principal of it that bothers me. If I really did pick Pavel...why did Blizzard not issue the free packs? It's far too convenient to me that they can't verify my selection. How do I know that they aren't making that up? Why assume that I'm making it up just for some free packs? They're capable of hiding the truth just like me. I did ask them to look at the conversation in my chat records, but they probably won't do it.
You sure your logged in? It says Your account in the top right hand corner if your not logged in or your username if your logged in. Might be obvious just making sure because it will say choose your champion if your not logged in.
Yep, I am logged in and still nothing that indicates who I had picked. That's why I made this post...it's not a PEBKAC issue...Blizzard didn't record my selection...and it's a bit too convenient for me to believe that they have no record of my selection.
But what I can do beside bring the issue publicly in chat? Blizzard is a billion dollar company and they probably think I'm just another whiny 16 year old, self-entitled punk who wants something for nothing, but I assure you that's not the case. I absolutely did make a champion selection on their web site while logged in and before the deadline and Blizzard didn't hold up their end of the bargain and people need to know about it whether I get the packs or not.

You keep mentioning how it's so "convenient" that they have no record, it's not like having no record makes you spend more money, so how is it so "convenient" for them. If it were a physical card game it'd make more sense, but it's digital, so it doesn't cost them money to manufacture the packs.
And there is literally no reason for them to believe anyone out there claiming that they did this or that to give them anything
I realize that, but if for some reason there are others who experienced the same thing...they should know about it...which is one of the reasons I made the post. 1) I wanted to know if there's anything else to be done other than assume the position and 2) make people aware of what happened. Call it an unfortunate glitch or whatever it is...but people need to know about it. I don't really care about the packs as mentioned previously.
I feel ya bro, I voted for Amnesiac (I was definitely logged in) and got a confirmation at the time of it. But now when I return to that page there is no evidence that any player was ever selected. The most annoying thing is I put a nice request in the main battle.net support thread asking about my selection and while some players were answered mine and many others have been ignored. There hasn't been a final "this is our stance - thread closed" kind of answer or closure to it. So this is the first I've heard that they are not doing anything further.
Just a bummer when we were simply trying to enjoy the promotion and the World Championships like everyone else. I only started around the TGT era and didn't purchase that expansion only got what I've been awarded since then so of all the sets I'm missing the most from that set. Would've been nice to get 3 free packs for my legit pick. Plus I've bought every adventure and set since then plus have paid for many of my arena runs so a little something back as a paying player would be a nice gesture.
