I've played a little of this, a little of that. I recently got on an Eternal kick. But, after a while I decided that the cards in Eternal were just booring. Like terrible cards. Maybe the game of Eternal is great, because you don't need great parts to have a great game. Go is still a great game even if the parts are booring compared to Chess.
On the other end of the spectrum of games that I've played is Hex. The cards in Hex are SO MUCH FUN. But, the game itself is nearly dead. Nobody is playing it for whatever reason.
Somewhere in the middle is Heartstone. (IMHO)
So, in your experience and opinion where do other CCGs you've played rank compared to Hearthstone when it comes to the cards themselves?
Well it depends on what you think is fun, but for me Artifact seemed to have a bunch of very boring cards, elder scrolls legends had good and fun cards mostly (but the game was buggy as heck), and hearthstone is on the top, mostly.
The most fun cards in hs were malganis, rag and sylvanas. Their art, their quotes, their mechanics were fun and badass as fuck. But alas now they can be find only in wild.
The rest of the cards lack the...charisma i suppose? Now my favourite character in ccgs in general is Nicol Bolas from magic.

ESL has disappointed me greatly as far as the cards go. I've never been a fan of WoW, but HS still managed to captivate me with its cards. Meanwhile, I've always been a fan of the Elder Scrolls Series and the cards are mostly unmemorable.
Shadowverse... hem hem... well, the cards are memorably alright.
Hex... Well, I might give it a try just because you mentioned it, OP.

I was reading for months how Artifact would piss all over MtG A and Hearthstone. Turns out its really not that great. Who'd a thought 😂
I really like the cards in ESL and some of the cards in Eternal are great. But having never played WoW before I played Hearthstone I can say that the Flavour text and the Artwork on most of the Hearthstone cards is brilliant.
But for me, my favourite cards are MtG. I've been playing the tabletop version since '94 and have some great MtG artwork prints in my Nerd Cave.
Paper Magic > Hearthstone > Literally any online thing of magic
MTGA and magic online just feels way too clunky for me, but aside from that, I think the card is is naturally just much better do to interactivity with it. Granted, Hearthstone shouldn't reach out to try to do that simply because that is why online magic is abysmal.
Another reason why I like magic a bit more than Hearthstone is through the lore. I've never really been able to get into Warcraft lore while many old magic stories (Like everything since Gatewatch has been meh in my opinion) are good. In some of the best sets, the cards tell the story so well that you can open a booster, see a card and know exactly what is happening in the story. Hearthstone can somewhat recreate this, but the stories just don't have a conclusion. The singleplayer content fills in this gap, but the direction the game takes with designing the cards feels like a bit of a miss for me.

The only cards I miss from Hearthstone are the hero cards and the quests :P Not for any power level reasons but because they are unique.

i play and enjoy eternal, but HS for me is still the best. still gold 3 on eternal while HS at rank 3 now

If I want mechanical strength, I go MTG.
If I want accessabily or look, I go Hearthstone
