I've never seen Temporus used with any success in any build. Runespear, however, is a decent weapon but it's main drawback is the mana cost. Still, at least it can be used for some rng shenanigans.
I would dust Temporus. The Runespear is pretty bad, but it has seen some play here and there. That said, you should wait until the new cards are released if you don't need the dust right now.
There isn't any point in building up dust before the expansion. When the expansion hits, see what looks good, and if you need the dust to make what you want then look at dusting them. There is always a chance something could come up that makes any current card good in a set we haven't yet seen.
No reason to dust them now, rather I'd wait until there was a specific card you really wanted. You might not need more dust. A great piece of advice for legendary cards and whether or not to dust them is to not dust them unless you know what you want to craft instead, and maybe even to wait a few weeks to see how things shake out. There are often cute decks which appear in the first week of an expansion, but are never seen again.
But The Runespear goes first. Witch's Cauldron--and the fact that it sometimes gets played in Odd Paladin--and Hagatha the Witch have shown us that it isn't random Shaman spells which are bad. It's that *random targets* on random Shaman spells is bad. There's never going to be a situation where this card is key. At best, it'll be a decent value weapon, and cards with decent value are pretty much always replaceable.
Temporus actually does something unique, however. He can set up a "two-turn" OTK, at the risk of getting yourself killed in the turns before it. It's probably bad, but it's not really a card that can be duplicated some other way.
I'd be willing to dust both--Runespear first, then Temporus--but only when I'd have exhausted the rest of my dust and I'm at zero.
Imo the only thing that might get improved by the new exp is runespear because we might have new good spells that doesnt require targets (the storm bringer, lightning storm, rain of toads) but temporus what would make it good? I cant think of anything...

Temporus is a contender for worst legendary ever made. Smart people have tried and tried to use it somehow, and they have all failed. With most bad legendaries, you at least understand what they had in mind. With Temporus, it's just a big question mark. Why did they make that card?

I think that the existence of Hagatha also decreases the chance of Runespear ever being playable: Hagatha fills the same role of late-game value generation, but has more impact the turn it is played, is more predictable and provides value for the remainder of the game.
Time Out! will make Temporus OP. Paladin will be tier1 deck with that card, so steal-dragon priest will be tier0 counter to that. Just steal Time Out! and combo it with temporus for free win! EZ

wait until you know all the cards that are in the expansion, and wait and see what is good after the next expansion hits. maybe runespear will get extra support and there will be a control shaman that can use it.
but if none of them are good then dust the both. and then wait a while into the expansion before deciding what to craft.

I'm trying to build up dust for the Rastakhan expansion. Which one is trash?. Both are golden so it's guaranteed 1600 dust. Should i dust both?.

There may be new cards for Priest that make Temporus viable, even crucial.

That said. New expansion soon, I woyld recommend waiting.
Yea just wait, at least until all the cards are revealed and you can judge if either of them will be worth keeping.
Runespear is a fun card and fits well in a variety of shaman decks. Temporus... U better know what you're doing (usually not playing it)

I own runespear. Complete and absolute TRASH. Random target magic is never a good thing. Temporus can OTK(technically TTK) in inner fire decks

Testing a card doesn't make it any good.
