Usually, when you rope back this kind of player and emote them at the very last second of your turn to make them understand that you're doing it on purpose, they understand that it would be pointless to keep roping and then, you can have a fair game. Sometimes, you'll encounter some real jerks that will continue to rope until the very end of the game but that's pretty rare from what I've seen...
So I’m playing togwaggle druid, minding my business, until I queue into a game with a golden hunter. I know it’s going to be a tough match if it’s Deathrattle Hunter. Turn 1. I pass. The hunter isn’t doing anything and I assume he is afk. But very last second, he ends his turn. I still assumed that he had been afk and had returned. Turn 2. Same thing happens, except last second, he plays a secret. This happens for the next 15 - 20 or so turns, until he finally concedes due to himself making terrible plays.
I assumed that this guy had lost like 20 games in a row and is super salty and hates druids. I add him as a friend, and I wanted to say “you’re a fucking cunt” but I simply said “why did you rope every turn?” He responds with “I was laughing at you.” I said “But.. I won” and then he starts saying stupid shit like “still crying?”, “need more tissues?”, and “don’t cry bby its ok"
This is what we call projection. The fact that you didn't just wash your hands of it and go about your business is weird though too. Maybe he is your soul mate?
I think the proper way is to make if the rope appears 2 turns, the third one has half of the time as a penalty, if the rope didnt show for the penalty 2 turns then its reset to default
Easy. Add 'Report this player' button. Players who get reported more than 3 in a day/week/whatever-period-that-seems-fit either get a warning or autoban for a while.
Less abusive uses than other games due to random matchmaking and almost impossible to queue against specific guy to report unless of course the target is streamer.
Reward players who correctly report good case such as refund report quota or get gold if the reported player actually get banned due to multiple players also reporting him.
Roping isn’t an offence, though. If people want to use the full 75 seconds of their turn, no matter what their motives are, they are within their rights to do so. Why is this considered remotely problematic? It’s just part of the game. If your opponent wishes to spend a minute and a quarter debating how they think the next few turns will unfold, or use their time as a resource to deliberately irritate you, that’s their call I’m afraid.
This is happened to me quite a few times and I hate it. I always just want to concede but I'm really stubborn so I play it out and rope them back. Longest games ever but I always have a stream or something else I'm doing while I'm playing to keep me busy during his and my downtime.
I'm pretty sure the only reason why he roped was because he was upset from losing to druids too much and he's just being petty about it. Typically if someone acts like that, adding them and asking why they did something only adds more fuel to the fire.
As for the actual topic of roping, I feel like Hearthstone should try to move towards the system that MTG arena has been using. For MTG Arena, there is a rope timer that appears at around 45~ seconds or so and lasts 15 seconds, which for a game like magic makes it a bit hard to stay focused one everything that happens. However, the system also works in that if you end your turn completely (multiple phases and what not) before the rope appears multiple times, you can save time outs for yourself, that way combo decks are not punished as heavily or if there's a turn you need to think heavily about.

I don't have something witty about this deck, I just like it because Malygos is fun.
I hate ropers just as much as anyone, but I don't think a rule change is what is needed. I almost never get roped for a full game, because if someone starts roping me on purpose I just rope them right back. Once they realize I don't care they stop roping, then I stop roping. I think I've only been roped more than 3 times on purpose in a game once out of 20k+ games.
When I see such asshole once a month I use his own technique against him - open a movie in background and waste full time on each turn sending him a BM before I press end of turn button
I had some games lasting closely to an hour :P some of them concede in the mid after having a taste of their own medicine
If someone spoils my fun I make it my mission to spoil theirs ^^
There doesn't need to be a solution for people who rope. The rope IS the solution for people who take too long on their turns. If I suspect someone is purposely roping me hoping I concede, I rope them back. After a couple turns they usually see I'm here to play and give up with the rope strategy. The fact is, the rope is there to stop people from drawing the game out, which it does effectively.
My solution, first turn I give the benefit of the doubt, maybe they got a call, or a tap on the shoulder from someone. 2nd turn, if it happens again, I 'Well Played' to acknowledge it, then I start taking the exact # of seconds they take each turn for my own. Most ropers don't like being roped back and either stop or improve after you fight fire with fire. Very rarely, someone continues full roping, and I just do the same, but it is so rare, I cant even recall the last time.
All that said, those who mention that sometimes players legitimately need the time (either for strategic calculation or to deal with a local distraction), that's true, and I don't let it bother me when someone has a ton of cards and/or a complex board state. I'm as likely to use rope then as anyone.
The only time I BM rope is the moment someone gives me a 'Greetings' emote when they think they have won, I am going to punish that with full rope the rest of the way, whether they ever roped or not, right after I squelch them. Fire with fire, BM with BM, and you cant squelch rope.
The way the game is built, all those choices are valid on both sides. You have to choose how your going to respond to the way people use the framework to try to beat you, including psychologically.
I sent in a suggestion back in beta days that in addition to the turn timer, there should be a chess-like system where each player only gets 20 minutes of play time per game. After 20 minutes of total time elapses on your side of the board, you lose. The number 20 is up for debate, but the system has stood for decades, maybe centuries, in one of the most enduring games in history. It's probably good enough for us.

If someone ropes me deliberately on turns one and two I will rope them back from turn three onwards to prove I have time to waste. Usually once people realize you are roping them back they will stop, but I continue anyways because I'm spiteful lol. Sometimes they will concede too which is satisfying, because like you said usually it is players who know they will lose otherwise
solution is simple, delete the warrior and priest class and 99% of the roping players are gone.
-let´s negotiate: you concede and I let you live...

Also turns should auto end when no plays can be made

This is a waste of time in each game for him, for you is only a few games. I smile when a play with this type of players.

The rope isn't the problem, it's the toxic people behind it.
The ULTIMATE SOLUTION for this problem is...
Add NOZDORMU MODE! Hell yeah!
Blitz chess ftw!
